Details of the programme are being vlOrked out by a committee on climate research under the chairmanship of the president of the German Weather Service with the execu tive office placed in the Federal Environmental Agency. This demonstrates that, by establishing a nationally co-or dinated climate research programme, the Federal Government re cognizes the importance of climate to the national economy. In contrast to X-rays as the major tool of visual non-destructive testing, neutrons can be attenuated by light materials like water, hydrocarbons, boron, penetrate through heavy materials like steel, lead, uranium, distinguish between different isotopes of certain elements, supply high quality radiographs of highly radioactive components. These advantages have led to multiple applications of neutron radiography since 1955, both for non-nuclear and nuclear problems of quality assurance. The required neutron beams originate from radioisotopic sources, accelerator targets, or research reactors. Energy 'tailoring' which strongly influences the interaction with certain materials adds to the versatility of the method. Since about 1970 norms and standards have been introduced and reviewed both in Europe (Birmingham, September 1973) and the United States (Gaithersburg, February 1975). The first world conference on neutron radiography will take place in December 1981, in San Diego, U.S.A. . Some of these are, in a broad sense, 'empirical objects', such as electrons. Their case would seem to be similar to that of certain mathematical 'objects', such as the minimum set of manifolds defining the dimensionality of an R -space. It is therefore at first sight surprising that there exists no branch of mathematics, in which a third parity-relation, besides equality and inequality, is admitted; for this would seem to furnish an appropriate model for application to such instances as these. I hope, in this work, to show that such a mathematics in feasible, and could have useful applications if only in a limited field. The concept of what I here call 'indistinguishability' is not unknown in logic, albeit much neglected. It is mentioned, for example, by F. P. Ramsey [1] who criticizes Whitehead and Russell [2] for defining 'identity' in such a way as to make indistinguishables identical. But, so far as I can discover, no one has made any systematic attempt to open up the territory which lies behind these ideas. What we find, on doing so, is a body of mathematics, offering only a limited prospect of practical usefulness, but which on the theoretical side presents a strong challenge to conventional ideas. 234 pp. Englisch.

Even though substantial tests have been made on composite materials, little has been gained in the understanding and development of a predic tive procedure for composite failure. There are fundamental difficulties associated with incorporating the nonhomogeneous and anisotropic prop erties of the composite into the continuum mechanics analysis. Additional uncertainties arise from voids and defects that are introduced in the composite during manufacturing. Even a small quantity of mechanical imperfections can cause a marked influence on the composite strength. Moreover, the interface properties between the fibers and matrix or bonded laminae can also affect the load transmission characteristics significantly.
