My aim was to introduce the most important equations and methods of solution through actual (not artifi cial) applications which were recent and with which I had something to do. Most of them happened to be related to the social or behavioral sciences. All were originally answers to questions posed by specialists in the respective applied fields. Here I give a somewhat extended version of these lectures, with more recent results and applications included. As previous knowledge just the basic facts of calculus and algebra are supposed. It has occasionally been given at double this rate over half the year, but it was found that students had insufficient time to absorb the material and experiment with the methods. The book is concerned with the application of numerical methods to the solution of equations - algebraic, transcendental and differential - which will be encountered by students during their training and their careers. In addition, implanta tion of penile prostheses in cases of organic impotence is an increas ingly popular surgical procedure. Green plants and ultimately all forms of life depend on the energy of sunlight, fixed in the process of photosynthesis. By appreciating the quality, quantity, direction and duration of light, plants are able to optimize growth and control such complex processes as germination and flowering. To perceive the light environment a number of receptors have evolved, including the red/far-red light-absorbing phytochrome, the blue/UV-A light-absorbing cryptochrome and a UV-B light-absorbing pigment. The isolation and charac terization of phytochrome is a classic example of how use of photobiological techniques can predict the nature of an unknown photoreceptor. It occurs in comets, planetary atmospheres including ionospheres, early solar system, stellar atmospheres, circumstellar shells, interstellar clouds, and possibly even in the early universe. Physical conditions are naturally different in the different situations, but there is unity in the underlying physics and chemistry in this diversity. Therefore, a need was felt to gather together astronomers, physicists and chemists in these and allied interdisciplinary fields to enrich each other with their experiences. This International Astronomical Union Symposium No.120 on Astrochemistry, the proceedings of which is this, has partially fulfilled this need. This symposium, held at the beautiful and scenic sea resort of Goa, India, between December 3-7, 1985, under the sponsorship of the IAU Commission No.34 and co-sponsorship of IAU Commissions 14, 15, 29 and 36, was attended by 116 registered participants with 19 accompanied guests from 19 countries. The scientific programme comprised of 34 review talks, 15 invited talks and 47 contributed poster papers, clima xed by a grand finale by Professor A. Dalgarno with an overview of th~ whole symposium. The conference was organized by the International Berkeley Society, with the support of several institutions and many people (whose help is acknowl edged below). This volume represents a selection of the lead papers deliv ered at that conference, most now revised. The Cartesian marriage of Mind and Body has proved an uneasy union. Each side has claimed supremacy and usurped the rights of the other. In anglophone philosophy Body has lately had it all pretty much its own way, most dramatically in the Disappearance Theory of Mind, whose varieties vary in appeal and sophistication, but uniformly shock sensibili ties. Only recently has Mind reasserted itself, yet the voices of support are already a swelling chorus. As a result, a great deal of research has been done on the Fed and on monetary policy. Much of this work is normative; it tells us what the Fed should do. Positive work on the Fed has usually tried to elucidate particular Fed policies, and has not tried to present a theory of why the Fed behaves the way it does. The dominant theory of Fed behavior is that the Fed does what it believes to be best for the public welfare. This theory - usually left implicit - is so simple, and seemingly so obviously correct, that it has received widespread credence without extended discussion or tests. When thinking about govern ment in general many observers doubt that it nearly always acts in the public interest. However, they ascribe this unfortunate state of affairs mainly to political pressures. The North East Polytechnics Mathematical Modelling and Computer Simulation Group has a balanced representation of academics and industrialists and, as a Group, has the objective of promoting a continuing partnership between the Polytechnics in the North East and local industry. The theme chosen for the Polymodel 9 Conference held in Newcastle upon Tyne in May 1986 was Industrial Vibration Modelling, which is particularly approp riate for 'Industry Year' and is an area which continues to present industry and academics with new and challenging problems. Pointing to various theories for prescribing and rational izing choices, they have maintained that social goals could be achieved more effectively and at lower costs if government decisions were routinely subjected to analysis. Now, government policy makers are putting decision science to the test. Recent government actions encourage and in some cases require government decisions to be evaluated using formally defined principles 01' rationality. Will decision science pass tbis test The answer depends on whether analysts can quickly and successfully translate their theories into practical approaches and whether these approaches promote the solution of the complex, highly uncertain, and politically sensitive problems that are of greatest concern to government decision makers. The future of decision science, perhaps even the nation's well-being, depends on the outcome. A major difficulty for the analysts who are being called upon by government to apply decision-aiding approaches is that decision science has not yet evolved a universally accepted methodology for analyzing social decisions involving risk. Numerous approaches have been proposed, including variations of cost-benefit analysis, decision analysis, and applied social welfare theory. Each of these, however, has its limitations and deficiencies and none has a proven track record for application to govern ment decisions involving risk.
