By appreciating the quality, quantity, direction and duration of light, plants are able to optimize growth and control such complex processes as germination and flowering. To perceive the light environment a number of receptors have evolved, including the red/far-red light-absorbing phytochrome, the blue/UV-A light-absorbing cryptochrome and a UV-B light-absorbing pigment. Recent government actions encourage and in some cases require government decisions to be evaluated using formally defined principles 01' rationality. In the brightest regions, where spectroscopic observa tions are possible from the ground, several bands (3.3 - 3.4 - 6.2 - 7.7 - 8.6 - 11.3 ~m) have been observed since 1973. The absence of satisfying explanation was so obvious that they were called 'Unidenti fied IR Emission Bands'. The puzzle still increased when were known the first results of the general IR sky survey made by the satellite IRAS. On a large scale, the near IR emission of the Interstellar medium was expected to be very small but it was observed to be about one third of the total IR emission for our own galaxy .- The situation has moved in 1984 when it was suggested that a class of stable organic molecules, the Polycyclic Aromatic Hydrocarbons (PAH's) could be at the origin of this near IR emission. Initially based on the required refractory character of particules that should be heated to high temperature without subliming, this hypothesis leads to a sugges tive spectroscopic similarity with the observed astronomical bands. This hypothesis is attractive and it has many implications, for ins tance, the PAHs would be the most abundant organic molecules in the universe. It occurs in comets, planetary atmospheres including ionospheres, early solar system, stellar atmospheres, circumstellar shells, interstellar clouds, and possibly even in the early universe. This symposium, held at the beautiful and scenic sea resort of Goa, India, between December 3-7, 1985, under the sponsorship of the IAU Commission No.34 and co-sponsorship of IAU Commissions 14, 15, 29 and 36, was attended by 116 registered participants with 19 accompanied guests from 19 countries. The scientific programme comprised of 34 review talks, 15 invited talks and 47 contributed poster papers, clima xed by a grand finale by Professor A. Dalgarno with an overview of th~ whole symposium. The Symposium covered almost all aspects of astro chemistry from the early universe to comets and meteorites, except iono spheres and planetary atmospheres. The Institute had the same title as this book. It was held at Laboratoire Arago. Eighty lecturers and students from almost all NATO countries attended. The purpose was to review the state of the art of physical oceanographic numerical modelling including the parameterization of physical processes. This book represents a cross-section of the lectures presented at the ASI. It covers elementary mathematical aspects through large scale practical aspects of ocean circulation calculations. It does not encompass every facet of the science of oceanographic modelling. We have, however, captured most of the essence of mesoscale and large-scale ocean modelling for blue water and shallow seas. There have been considerable advances in modelling coastal circulation which are not included. The methods section does not include important material on phase and group velocity errors, selection of grid structures, advanced methods to conservation in highly nonlinear systems, inverse methods and other important ideas for modern ocean modelling. Hopefully, this book will provide a foundation of knowledge to support the growth of this emergent field of science. The NATO Advanced Study Institute was supported by many organi zations. The seed money, of course, was received from the NATO Science Commi ttee. Many national organizations provided travel money for partiCipants.
