No one could have foreseen that crime-related problems would occupy such a prominent position in cultural awareness. Crime is on the rise, the public attention devoted to it has increased even more, and its political importance has mushroomed. The major change in the 1990s was perhaps the transformation of crime into a safety issue. Crime is no longer a matter involving offenders, victims, the police and the courts, it involves everyone and any number of agencies and institutions from security companies to the local authorities and from schools to pub and restaurant owners. Crime has become a much larger complex than the judicial system-a complex organized mentally and institutionally around this one concept of safety. In this book I make an effort to get to the bottom of this complex. It is the sequel to my dissertation Crime and Morality-The Moral Signi cance of Criminal Justice in a Postmodern Culture (2000), where I hold that the victim became the essence of crime in Western culture, and that this in turn shaped public morality. In the second half of the twentieth century, a personal morality based on an awareness of our own and other people's vulnerability, i. e. potential victimhood, succeeded the ethics of duty. 172 pp. Englisch.

The only danger to man was considered being infected by pigs, being the mixing vessel, where avian and human influenza viruses could come together and exchange genetic material to form new viruses that are potentially dangerous to man.This has dramatically proven wrong during the last decade, with huge outbreaks in the USA, Europe, and Asia. The H5N1 strain that caused human deaths in Hong Kong appeared to be transmitted directly from poultry to man. This initiated sudden awareness that pigs were not a necessary intermediate in the transmission chain. During the AI outbreaks in Italy, mutation of low-pathogenicity viruses into high-pathogenicity viruses in poultry appeared another new threat, and further evidence that the poultry sector had a wolf in sheep¿s clothing. It put pressure on development of diagnostic methods that could be used in large monitoring programmes.In The Netherlands a human fatality, after increased reports of conjunctivitis during a H7N7 outbreak, signalled that different AI strains could be fatal to man. Also, the huge economic losses and difficulties in controlling the spread of the infection in densely populated poultry areas, problems with vaccination and lack of marker vaccines demonstrated that the current control policy must be improved. No one could have foreseen that crime-related problems would occupy such a prominent position in cultural awareness. Crime is on the rise, the public attention devoted to it has increased even more, and its political importance has mushroomed. The major change in the 1990s was perhaps the transformation of crime into a safety issue. Crime is no longer a matter involving offenders, victims, the police and the courts, it involves everyone and any number of agencies and institutions from security companies to the local authorities and from schools to pub and restaurant owners. Crime has become a much larger complex than the judicial system¿a complex organized mentally and institutionally around this one concept of safety. In this book I make an effort to get to the bottom of this complex. It is the sequel to my dissertation Crime and Morality¿The Moral Signi cance of Criminal Justice in a Postmodern Culture (2000), where I hold that the victim became the essence of crime in Western culture, and that this in turn shaped public morality. In late 2003 I spent two fruitful and enjoyable months in the Astronomy Department at the University of Washington (UW) working on archival material accumulated over the decades by Woody, for a book we will co-author with Jessica Chapman on the early development of Australian astronomy. The only serious intellectual distraction I faced during this period was planning for an IAU colloquium on transits of Venus scheduled for June 2004 in England, where I was down to present the 'Cook' paper. I knew Woody was also interested in transits (and, indeed, anything remotely connected with shadows-see his paper on page 3), and in discussing the Preston meeting with him it transpired that his 60th birthday was timed to occur just one week later. This was where the seed of 'Woodfest' began to germinate.
