The widespread implementation of these policies is particularly striking in California, where more than 25% of all public school students are ELs.This volume reports on three studies that explore how teachers of ELs in three school districts negotiated these policies. Drawing on sociocultural and poststructural perspectives on agency and power, the authors examine how contexts in which teachers of ELs lived and worked influenced the messages they constructed about these policies and mediated their decisions about policy implementation. Injust a few years, we have seen rapid evolution in the way in which we view wetlands with more emphasis on specific wetland types and the geographic provinces in which they occur. This Southern Appalachian Man and the Biosphere (SAMAB) conference on 'Wetland Ecology, Management and Conservation' represents just one example of our desire to understand wetlands in non-coastal regions of the southern United States. The backdrop to this conference was one where the government, universities, and private sector have come together to create a broader and more sophisticated understanding of environmental stewardship for our water resources, especially wetlands. Although enforcement of environmental legislation by federal and state government agencies - limited by manpower shortages, budgetary constraints and undermined by weak enforcement - remains strong as measured by world standards; the realization that environmental degradation of wetlands is likely to get much worse necessitates a greater commitment and increased resource allocation for wetland protection and management. As a result, they have been chronically afflicted by p…roblems such as excess demand, repressed inflation, deficits of commodities, queues, waiting lists, and forced savings. Economists have responded to these phenomena by developing appropriate theoretical and empirical models of CPEs. Of particular note have been the pioneering studies of Richard Portes on disequilibrium econometric models and Janos Kornai on the shortage economy. Each approach has attracted followers who have produced numerous, innovative macro- and microeconomic models of Poland, Czechoslovakia, the German Democratic Republic, Hungary, and the USSR. These models have proved to be of considerable value in the analysis of the causes, consequences and remedies of disequilibrium phenomena. Shughart draws par ticular attention to the p…rovisions in the Banking Act of 1933 that required the separation of commercial and investment banking activ ities. Applying a public choice analysis, Shughart asks who gained from the provisions, and he concludes that the commercial banking industry, the investment banking industry, and the U. S. Treasury Department can all be said to have benefited in the years immedi ately following the passage of the act. Richard Timberlake, in his comment, extends Shughart's analysis to show how the federal gov ernment manipulated the monetary policy of the 1930s for its own benefit. The history of the regulation of the savings and loan industry is the subject of Chapter 6. James Barth and Martin Regalia examine the way in which regulation of the industry has evolved since the first savings and loan was established in the 1830s. They conclude that the stated purpose of regulation appears to have changed, even while the regulations themselves often have not. Barth and Regalia provide some important insights into the contribution of thrift regu lation to the current problems facing the indusb-y as well as some suggestions about the direction reform should-and should not take. 372 pp. Englisch.

For example, the material we have covered in this text might be split into several courses on the chemistry of lipids, the chemistry of proteins, the unit processees of oil extraction, the nutritive aspects of oil seed products, and the food technology of oil seed products. The two previous ones were held in Madrid under the auspices of the Medical School… of the Universidad Complutense of that city, the first in May 1978 and the second in October 1981, which resulted in two books (Glucagon in 1979, and Glucagon in Gastroenterology and Hepatology, 1982, Gastroenterology, both published by MTP Press), where the mounting interest in and develop ments concerning the therapeutic applications of glucagon were reflected. This time the meeting was held in Barcelona under the auspices of the Escuela de Patologia Digestiva of the Universidad Aut6noma of Barcelona, a change that we especially welcomed because it is not very often that we are able to assemble in our city such a distinguished group of scientists from all over the world. As can be seen from the title of the present book, this workshop focussed once again on the current status of glucagon in gastroenterology and hepatology, because although much has been said and discussed about the subject already, it still raises exciting and intriguing issues for debate. There were two parts to this meeting. Apart from a few ex ceptions, all isodo…se charts in this atlas show dose distributions resulting from external irradiation. Combination of external irradiation with intra cavitary radium therapy is presented in the treatment of carcinoma of the uterine cervix, in which case the two techniques are complementary. Thd immense material of the pertinent literature could, naturally, not have been included in the atlas. As a result of scrupulous selection, the isod-.:se charts shown may not invariably be the optimum ones, and some of them may not be the most modern. However, the usefulness of the information they provide has made us to keep them all the same. We did not intend to change the original charts in any way and stan dardization of the isodoses was not undertaken. Radiation parameters are given in the figure captions and, if available, information has also been provided on the phantoms used by the authors. Naturally, the isodoses presented will not automatically apply to all situ ations and all apparatuses without due attention to the individual patient ::Jnd technical details such as penumbra and source diameter. They have been simple measures such as sanitation, immunization, and provision of clean, whole some food. And e…ven more glamorous medical breakthroughs and tech niques like heart transplants are often last-ditch responses to largely preventable medical problems that required a lifetime to develop. Chang ing those life styles which may cause, worsen, or exacerbate disease and uti lizing current medical knowledge may be the most important strides medicine will make in the next few decades. To meet this challenge, tech niques have already been developed to change eating and nutritional pat terns that may lead to obesity and heart disease. In addition, interventions are being developed for a wide variety of medical problems. Many of these techniques are based on behavioral principles. Several years ago, one of the editors of this book gave a behavioral medi cine seminar for psychiatry residents concerning behavioral principles and their application to medicine. As the seminar developed, it became evident that many of the important articles on the subject were scattered through out a wide body of literature, which encompassed a variety of disciplines and journals. Indeed, when compared to the situation in English speaking countries, funding of MS research has always been neglected in our country in spite of the fact that in 1958, acting on the advice of the Belgian Research Group, the Belgian National MS Society was founded with the specific object of collecting money for research as well as for social care. At that time, the difficulty in raising funds for research was partly due to the fact that solving the problem of MS appeared almost impossible. Scientists could apparently only too slowly improve their ability to prevent and cure the disease. Orogen-wide syntheses have beeen attempted in the past by individuals who are specialists not only in discipline but also in geography; therefore, these attempts have not been satisfactory to everyone. For too long t…he pro vision of medical care has been restricted to the physical aspects of that suffer ing while the psychological aspects have been shunned. Whether through igno rance about the nature of emotional illness and its clinical management, or through uncertainty about the legitimacy of their ministrations, physicians and many other health professionals have left the care of psychiatric problems to psychiatrists and other mental health professionals. For a variety of reasons this strategy is no longer feasible and substantial changes are required. The extent of the needs, the nature of the presenting problems, the ex pectations of the patients, the prohibitive costs of alternative approaches, and the lack of trained mental health professionals make it imperative that general health workers learn to cope with the psychological and behavioral health prob lems of their patients. This expansion has been made possible by the development of both gel phase and fluid phase techniques for the estimation of proteins and the ready availability of antisera to individual plasma proteins. The specificity of the immunological reaction has allowed the more precise identification and estimation of individual plasma proteins than was possible with dye binding or other chemical techniques, but at the same time these methods have introduced other possible errors and pitfalls. Advances in understanding of the structure and function of various plasma proteins has pointed the way to new clinical applications of plasma protein estimation in the diagnosis and monitoring of disease. When, in the early 1960's, Dr. F. Mason Sones demonstrated that visualization of the coronary anatomy… in living humans was not only feasible but sufficiently safe and reliable to be used as a clinical tool in the evaluation of patients with known or suspected ischemic heart disease, the thus far somewhat neglected area of coronary circulation became the focus of interest. Naturally, for a considerable period of time a great deal of emphasis was placed upon coronary anatomy. Simple relations between narrowing lesions, impediment to flow, and prognosis were assumed to exist. Spectacular results of surgical coronary revascularization seemed to confirm this concept. Gradually it has become evident that the pathophysiology of coronary artery disease is considerably more complex. Diagnostic methods were introduced to assess and quantify exercise-induced myocardial ischemia. At first, these tests were used mainly to achieve a more discriminative selection of candidates for coronary arteriography and the coronary arteriogram remained the gold standard. Currently, these techniques have evolved to the point where they provide valuable functional and metabolic information. They have become powerful independent tools in clinical investigations and evaluation of individual patients. 256 pp. Englisch.

Because of the poor observational basis the ocean general circulation is not well understood. The World Ocean Circulation Experiment (WOCE) which is now underway is an attempt to improve our knowledge of ocean dynamics and thermodynamics on global scales relevant to climate change. Despite those efforts, the oceanic data base is likely to remain scarce and it is crucial to use appropriate methods in order to extract the maximum amount of information from observations.
