Since the interaction between atoms and electromagnetic waves is characterized by many parameters other than the light intensity, such as frequency, iQnization potential, orbit time, etc., it is actually quite difficult to define what is exactly meant by the term 'super-intense'. Obviously the term does not have an absolute meaning, and intensity should always be viewed in relation to other properties of the system. An atom in a radiation field can thus best be described in terms of various ratios of the quantities involved. The nature of the system sometimes drastically changes if the value of one of these parameters exceeds a certain critical value, and the new regime could be called super-intense with respect to that parameter.

For example, on the eve of the March 19, 1926 Chungshan gunboat incident at Canton, an incident in which the Communists had plotted to kidnap General Chiang Kai-shek, then Commandant of the Whampoa Military Academy, someone had asked the General himself in person whether he was going back to Whampoa that day. Three telephone calls were made asking this question. In making a report of the incident after it was over, General Chiang did not identify who the individual was who was so persistent in ascertaining the General's movements on that momentous day, nor did he ever breathe a word of it even to his closest aides. Up to now few people know for sure who the person might have been.

Most of this increase has occurred since the beginning of the present century (Murozami et 01. , 1969), and taken into perspective, a typical individual living in the industrialized world sustai…ns a lead burden 500 times that of his prehistoric ancestors (Patterson, 1983). Lead is unique in being an environmental pollutant where the levels deemed clinically toxic are less than an order of magnitude from those that are normally encountered in the population. The clinical limit for lead exposure, 70 JLg Pb/tOO ml blood, is about three times the 'normal' value (in the range 15-30 JLg Pb/100ml blood). This small difference is remarkable from the toxicological standpoint. The key concept here is control of dis persal. The industrial actions of man bring contact with a wide variety of substances, some of which are poisonous or dangerous. In such cases pro tective measures are taken to keep hazardous exposure to a minimum. In the of lead compounds, stringent regulations are production and distribution enforced. The exception to this is in the dispersal of lead from vehicle exhausts following purchase from the petrol pump. Perhaps man's long standing acquaintance with lead in home and industry is responsible for a complacency which until only recently has been unquestioned. The author shows, however, that such a correlation is not ba…sed on any factual influence of the earlier Russian on the later philosophy of Scheler. The similarities in their spiritual and philosophical development are significant as the author demonstrates in his chapter on systematic philosophy. This comparison is not just of historical interest. It is meant to contri bute to a better understanding between the East and the West. The author provides a basis for future discussions by establishing a common area of inquiry and by demonstrating a convergence of viewpoints already in regard to these problems. The author also discusses the potential role of the ideas of Solovyev and Scheler in the formation of a consciousness which he sees now emerging in the Soviet Union - a consciousness critical of any misrepresentation both of non-Marxist Russian philosophy as well as of Western philosophy in general. In regard to the translation itself, three things should be mentioned. First of all, the distinction between the important German words 'Sein' and 'Seiendes' is often difficult to preserve in translation. Revolution has been a classic theme of social and political thinkers throughout history. Some have regarded revolutions as completely unjustifiable, while others view them as a force for progress, if not the sole agent for major social adjustment. Political evolutionists re gard revolutions which erupt in social violence as necessary social con ditioning, as a way of selecting the political elite. Those who regard social violence as healthy and good, proceed to layout prudential rules for the conduct and successful conclusion of revolutions. Those who regard social violence as unhealthy and bad, tend to stress the norms of 'law and order'; and to hurl at revolutionists the imprecations of a moral law which enjoins necessary obedience to authority. This organization was called Komeito or the Clean Government Party. ! The mother organization was the lay Buddhist group, Soka Gakkai 2 o…r Value Creation Society. It had previously been engaged in some political activities, but the establish ment of the party was an indication of serious intent to become even more involved in Japanese political affairs. The rather militant posture of Soka Gakkai and its phenomenal success in converting literally millions of Japanese to the Nichiren Buddhist religion was somewhat disconcerting for observers, both Japanese and foreign. Because of its political activism, many persons viewed the organization as similar to the pre-World War II ultra-nationalist movement, while others ap plauded Soka Gakkai for giving new life and hope to a large segment of Japanese society that was only receiving a marginal share of Japan's increasing prosperity. Any mass movement may appear rather ominous to some people and a rapidly expanding and aggressive movement is bound to be perceived as a threat to society. Soka Gakkai is no exception, and therefore has been the subject of much debate and controversy in both Japan and abroad. Harbury, Economica, August 1972), other teachers judge that 'students who demand 'relevance' from their studies are not likely to last long with a book which follows each point by a note stating that it is really pretty useless' (J. R. S. Revell, The Economic Journal, September 1972). This book has no intentions of instructing fellow economists. It is intended as a complement to an introductory course on economics, which for the most part does not deal systematically with (or is even totally lacking in) critical comments. Moreover, our ambitions for what can be ac complished through education and training policy have also increased. Not only do we expect that such policies should meet the skill needs of the na tion, but also we ask that they playa role in equalizing economic oppor tunity and in promoting greater well-being among workers. In accordance with its mandate to increase understanding of educational processes and educational policy, the National Institute of Education (NIB) sponsored a two-day workshop in June of 1979 to examine work place perspectives on education and training policy. The workshop brought together a group of employer and trade union representatives, education and training specialists, policy analysts, and government officials to discuss research and policy questions raised by training activities at the workplace. As one might expect, the discussion ranged widely and reflected many viewpoints on the relationship between education and work. Among the participants there was consensus neither as to what should be done nor 2 PETER B. By 'Soviet philosophy' we mean philosophy as published in the Soviet Union. For practical purposes we have limited our attention to Soviet sources in Russ…ian in spite of the fact that Soviet philosophical works are also published in other languages (see B 2029(21)(38'. The term 'method' is taken in the sense usual in Western books on methodology .1 In view of the content of the first chapter it will be useful to explain the last term a little more fully. By method we mean a procedure and it is obvious that the principles according to which a procedure is carried out are rules, i.e. imperatives, which tell us not what is but what should be done. Such imperatives mayor may not be connected with and founded on certain descriptive statements (the fact that every rule of formal logic is based on a corresponding law has been well-known since Husserl's 'Logische Unter suchungen' and is generally accepted in contemporary logic), but such a foundation is irrelevant to a methodological study. The object of such a study is to find out what these rules are, why they are accepted and how they are inter-connected and applied. Except for a few clarifications, we have restricted ourselves to pre senting the most important parts of the original text in an original translation which provides the material, in an authentic and handy 2 form, for our Institute's courses in Sovietology. The purpose of this book is to provide the connective tissue that is needed to obtain an overall view. The principles of general system theory naturally lead to a framework that includes many known models and content areas; our intention is to strike a balance between generality and plain usefulness. The first part of this book introduces a social system as a network of inter acting decision makers. This general framework allows a classification of a num ber of more specific structures, which include autocratic and democratic systems, systems with collective and individual decision making, and systems with and without coalitions. In the second part, various psychological schools are seen as specific instances of a general paradigm, which is consequently a point of departure for a taxon omy of learning systems. For the most part the concern is with those governmental units or agencies that provide products having nongovernmenta…l counterparts. In each case the enterprise is taken as given, and there is no attempt to justify the participation of government in the production of goods. Instead, these studies attempt to define the positions and the functions of the decision makers, to evaluate product and pricing decisions and to specify appropriate mechanisms for providing the adequate and timely information required for efficient control. The first two studies examine the managerial role. James Suarez defines an enviornment in which the typical public or private sector classification does not apply. Given the monopsonistic position of the government in the armaments market, many managerial marketing decisions are not available to private firms. Thus the objectives of the participants in this market appear to be confounded. Suarez investigates this interdependent relationship. 8 STUDIES IN THE MANAGEMENT OF GOVERNMENT ENTERPRISE In 'A First Approach to the Economic Theory of College Management,' Barry Bressler addresses the problem of resource allocation within the college establishment. This study is to be seen as that part of the report the National Survey of the Mentally Handicapped which took place in Amsterdam in the years 1966-1968. The problems to be investigated were as follows: 1. How many mentally retarded are there in Amsterdam and what degree of mental retardation do they show 2. What forms of special care are needed for these mentally retarded and for the families to which they belong This work contains the answer to the first of the above questions. Chapter 2 gives a survey of the Amsterdam investigation, its back ground, preparation, pIan and execution. Chapter 3 deals with a number of definitions, the most important of which is the definition of mental retardation. The comparatively detailed discussion of the criteria used and their application emphasize especially the fact that the Amsterdam investigation has obvious explorative as pects. Accordingly, the development of hypertension is usually analyzed in te…rms of a 'struggle' between cardiac output and vascular resistance, resulting in the classical pattern of normal cardiac output and increased vascular resistance, thus indicating a reduction in the caliber of small arteries. However, during the past years, the clinical management of hypertension has largely modified these simple views. While an adequate control of blood pressure may be obtained with antihypertensive drugs, arterial complications may occur, involving mainly the coronary circulation and suggesting that several parts of the cardiovascular system are altered in hypertension. Indeed, disturbances in the arterial and the venous system had already been noticed in animal hypertension. The basic assumption in this book is that the overall cardiovascular system is involved in the mechanisms of the elevated blood pressure in patients with hypertension: not only the heart and small arteries, but also the large arteries and the venous system. For that reason, the following points are emphasized. First, the cardiovascular system in hypertension must be studied not only in terms of steady flow but also by taking into account the pulsatile components of the heart and the arterial systems. Second, arterial and venous compliances are altered in hypertension and probably reflect intrinsic alterations of the vascular wall. 336 pp. Englisch.

The contribution of theoretical analysis to this progress i…s not significant. The common argument was, that such an analysis is too difficult and often even impossible. However, the constantly increasing significance of coldwork processing in industrial practice and the progress in the automatic control of these processes, demanding a broad knowledge of the influence of various parameters, and also the need to improve the mechanical behaviour of coldworked elements have proved beyond doubt that better understanding of the theory of plastic forming processes is necessary. This general trend has become evident in several recent publications in recent years, even though these represent only the engineering, approximate approach to theoretical analysis. Recent significant progress in the mathematical theory of plasticity allows to build an analysis of plastic forming processes on a more sound basis. In particular there have been developed graphical methods by means of which slip-line and hodograph meshes are constructed for plane strain and axially symmetric problems. These graphical methods yield not only the required forces but also the. mode of plastic deformation, even for very complex problems. Numerical procedures also give good results if the digital computer technique is employed. 384 pp. Englisch.
