Understandably writers have given more attention to the victor than to the…vanquished. Except for polemicists who seek to prove the wrong done or to vindicate the action taken, scholars have been interested in writing about trends which were to become significant in the new Reich, about the new governmental structure itself, and about the diplomacy and statesmanship which were used to form the new German nation-state. But the consolidation of many diverging strands of political, economic, and social traditions in the new state left many issues unsolved and in fact seemed to create new ones. Many of these problems, while not overtly affecting the basic outline of German history, have nonetheless influenced it and have become at times serious matters of concern for the Reich Chancellor. One of the problems was the threat of particularist sentiment to the national unity which Bismarck was trying to create. Although there was an awareness among some nineteenth century Ger mans of a specific German nationality, the majority of people did not think in terms of a German unity but regarded themselves as Bavarians, Saxons, or belonging to some other Stamm, or tribal subdivision of the Germans.

However, this may require a more detailed understanding of the multiaxial behaviour of a specific material than was available at the design stage.

Technology transfer has been variously defined as: the process of information transfer between science, technology and actual utilization of scientific data and ideas, to wit: production of goods and services; the process by which science and technology are diffused throughout human activity; the transfer of research results into operations; the process by which technical information originating in one setting is adapted for use in another setting. Collectively, these and other definitions share a common theme which characterizes the process as one of bringing technology i'ilto widespread use in solving mankind's problems in the shortest practical time. The first NATO Advanced Study Institute (ASI) on Technology Transfer in July, 1973, brought together many of the individuals dealing with quantitative data, based on empirical research. This conference had both the advantages and disadvantages of a somewhat detached point of view. The ASI also had lectures contributed by representatives from government agencies and corporations (and a few university-based scholars) who had been active as practitioners or consultants in policy-making and organizational design for technology transfer.

Hcwever, as witnessed by the many discussions in the professional journals in these fields, many rrodels and methods do not completely meet the requirements of decision making in prac tice. Of all possible origins of these clear shortcomings, we main- ly focus on only one: the fact that nost of these nodels and methods are unsuitable for decision situations in which multiple and possi bly conflicting objectives playa role, because they are concentra ted on the (optimal) fulfilment of only one objective. The need to account for multiple goals was observed relatively early. Hoffman [1955], while describing 'what seem to be the prin cipal areas (in linear prograrrrning) where new ideas and new methods are needed' gives an exanple with conflicting goals. In this pro blem, the assignrrent of relative weights is a great problem for the planning staff and is 'probably not the province of the mathemati cian engaged in solving this problem'. The rapid rate of scientific and technical advance in both Europe and the United States and the existence of large technology…gaps among nations has brought the importance of the process into sharper focus, and has c~used technology transfer to have implications for countless aspects of both national and international develop ment. Technology transfer has been variously defined as: the process of information transfer between science, technology and actual utilization of scientific data and ideas, to wit: production of goods and services; the process by which science and technology are diffused throughout human activity; the transfer of research results into operations; the process by which technical information originating in one setting is adapted for use in another setting. Collectively, these and other definitions share a common theme which characterizes the process as one of bringing technology i'ilto widespread use in solving mankind's problems in the shortest practical time. The first NATO Advanced Study Institute (ASI) on Technology Transfer in July, 1973, brought together many of the individuals dealing with quantitative data, based on empirical research. This conference had both the advantages and disadvantages of a somewhat detached point of view. The transportation systems of Eastern Europe operate within a centrally planned environment, but they serve dif ferent types of economies, from highly advanced East Germany and Czechoslovakia to the still industrializing Romania and Bulgaria. They have to satisfy fairly diversified transport needs: they operate within systems that have adopted different scales of political and economic priorities and different methods and forms of achieving them politically--from the faithful Soviet shadow-state of East Germany to the indepen dence-seeking Romania and Yugoslavia and, economically, from the traditionally strict authoritarian form of Romania that seeks industrialization and state power to the New Economic Mechanism of Hungary and the decentralization of Yugoslavia. In the first place, one has the choice between adopting the Dutch system…, the Indonesian (which is derived from it), the British or a scientifically satisfactory one. Then, should one spell the Minangkabau words according to their pronunciation, or in their Malaicised form, as the Minangkahau themselves do, ,at least when writing in Arabic characters Further there is the difficulty that we do not really know what the language of Negri Sembilan is like ; from the scattered data one gets the impression that it should rather be considered a form of Minangkabau than a form of Malay, but European writers on this State have diligently 'corrected' the native words and expressions, giving them, as much as possible, a Malay appearance. After some hesitation we adopted the following principles of trans literation : A. We shall spell the Minangkabau words in accordance with their pronunciation, as is customary when Minangkabau texts are published in their Romanised form. B. Negri Sembilan words will be given in their Malay form, al though there is reason to suppose that in the actual spoken language these words may differ quite considerably from the way they have been rendered here. In applying the concepts elaborated in that work to the study of inter na…tional politics it has been necessary to interpret and, occasionally, add to the concepts developed by Professor Deutsch. I do not know whether Deutsch would accept these changes, modifications and interpretations. Here I can only say that I have attempted to stay in the same spirit that I think motivated Professor Deutsch's pioneering study. That spirit is expressed throughout his work. It is that 'all studies of politics, and all techniques and models suggested as instrument of political analysis, have this purpose: that men should be more able to act in politics with their eyes open. ' In completing this work lowe much to many. Mrs. Susan Schellenberg aided me in identifying sections of an earlier draft that were unclear and helped me test some of the ideas I added to Deutsch's work. Mr. Frederick Slutsky did some preliminary testing of the action system formulations em ployed in the third chapter by using quantitative methods. NETWORKS 86 was held in Elsinore, Denmark, on 31 August 5 September 1986. A tot…al of nine invited main lectures and 68 contributed papers were presented at the meeting. A wide range of important biological and synthetic materials consist of three-dimensional polymer networks. The properties range from very stiff structural materials to extremely flexible rubbery materials and gels. Most polymer networks are permanent networks held together by covalent bonds. Such networks are insoluble but they may swell considerably in good solvents. Polymer networks held together by ionic bonds, hydrogen bonds or so-called entanglements are of a more temporary nature. At long times they exhibit a tendency to flow, and they are soluble in good solvents. The paper by Professor Walther Burchard and his co-workers, 'Covalent, Thermoreversible and Entangled Networks: An Attempt at Comparison', serves as a general introduction to polymer networks. The book contains both theoretical and experimental papers on the formation, characterisation and properties of polymer networks. After a preliminary correspondence with Dr. D. W. N. Stibbs it was decided to accept his invitation to hold the Symposium at St. Andrews University, Scotland, while the dates 11-13 August 1970 were selected. The meeting was organized on the occasion of the 60th anniversary of the Institute in order to promote the exchange of ideas and discussion of new results. Papers presented during the Symposium dealt with four main topics: (1) Interactions of inorganic nutrients, primary producers and bacteria, (2) Interactions between primary and secondary producers, (3) Trophic relationships between plankton and fish, (4) Studies on complex trophic systems. Participants from 18 countries presented 40 oral lectures and 15 posters, that reviewed the structure and functioning of inland water ecosystems from different aspects. Since in such functioning nutrients are main forcing factors, the pathways of nutrients., as well as trophic connections, are widely studied nowadays. The IX papers of these proceedings thus present a series of different approaches to the main results of current limnological research in this very important field. The structure of these proceedings was somewhat altered when papers were ranked into three main groups: (1) Long-term changes, (2) Annual and seasonal cycles and (3) Short-term changes and pilot scale operations. Exciting observations with new technology, combined wit…h classical work, both observational and theoretical, convinced the astronomical world that binary interaction of various kinds is not only interesting but common. Indeed, by 1975 almost anything unusual had a good chance of being interpreted as due to binary interaction. But astronomers are seldom overwhelmed by speculation, even their own, and solid observational work has confirmed or refuted such speculation, without regard to its plausibility. For instance, binarity has been found where it was perhaps least expected, in Barium stars, and refuted where it could most reasonably be expected, in Wolf-Rayets. Unfortunately, many other classes of potential binaries remain without the clearest evidence of binarity, for instance Be stars, symbiotics and blue stragglers. This Advanced Study Institute was held to commemorate John Whelan (1945-1981), whose scientific career, sadly cut short in its prime, did much to further the careful study, theoretical and observational, of close binaries, as well as to encourage the spirit of international friendship and collaboration. His own interests covered a greater field, but 'Interacting Binaries' seemed a reasonable restriction. The patient who survives his first myocardial infarction carries approximately a te…nfold risk of recurrence and sudden death when compared to the normal population. The concept of secondary prevention, therefore, has emerged as an active strategy aimed at the reduction of fatal and non-fatal recurrences of myocardial infarction. Apart from risk factors of relevance in primary prevention, secondary prevention is dependent on the extent of the disease itself; in other words the number of vessels involved, the extent of myocar dial damage and the degree of electrical instability. Nonmedical aspects such as the level of education, the degree of social support and the attitude towards stress also appear to influence the prognosis. The aim of this volume is to bring together all those factors relevant to achieving the maximal life span in patients afflicted with a disease that by its very nature is a lifelong process. However, as the late Paul Dudley White stated appropriately more than 40 years ago, it is not sufficient merely to add years to a life, one should also add life to the years. This concept truly is the nucleus of secondary prevention, sine only a life worth living generates the motivitation needed to take all the steps necessary in secondary pre vention.
