A. , Lehigh University and Italsider S. p. A. It took place at the Hotel Midas Palace in Rome, Italy, during 23-27 June, 1980. There were more than 150 attendees from 19 different countries: Australia, Austria, Belgium, Canada, People's Re public of China, Czechoslovakia, Finland, Federal Republic of Germany, Hungary, Israel, Italy, Japan, The Netherlands, Poland, Switzerland, Turkey, UK, USA and USSR. Dr. G. M. Costa from Finsider officially opened the Conference and gave the Welcome Address. More than 70 technical papers were presented at three con current sessions. There were six plenary lectures that helped to integrate the diverse efforts, e. g. , analytical fracture mechanics, testing methods, metallur gical effects, corrosion fatigue, dynamic crack propagation and weldments of in dividual researchers. In addition to providing an overall view of the current status of fracture mechanics technology, particular emphasis was given to methods of controlling fracture in gas pipeline structures. The members of the Organizing Committee made a special effort to organize a panel discussion on the application of fracture mechanics technology to the safe design of large diameter pipelines. Dr. Michele Civallero from Italsider and Professor George C. Sih from Lehigh University served as panel Co-Chairmen and delivered survey lectures to stimulate questions from the audience.

Problems arising from this interaction have been addressed, in part, by previous volumes in this series. In fact, one such problem constitutes the central focus of Volume 5, Mental Illness: Law and Public Policy [1]. The present volume joins other volumes in this series in offering an exploration and critical analysis of concepts and values underlying health care. In this volume, however, we look as well at some of the general questions occasioned by the law's relation with medicine. We do so out of a conviction that medi cine and the law must be understood as the human creations they are, reflect ing important, wide-ranging, but often unaddressed aspects of the nature of the human condition. It is only by such philosophical analysis of the nature of the conceptual foundations of the health care professions and of the legal profession that we will be able to judge whether these professions do indeed serve our best interests. Consideration of the harvesting of renewable resources leads to a simple question that was the theme of the workshop and is the focus of these proceedings: SUPPoRe you are assigned the role of manager for a specific renewable resource eco system. How would you decide on harvesting policies so that the system can be exploited economically yet at the same time maintain the integrity of the system This, of course, is a loaded question. First of all, it is not clear that there is ever anyone single decision maker who is able to set the rules for all of the harvesters in an exploited ecosystem. The political process is complicated and to some extent unpredictable. This aspect of the question is recognized to be important, but could not be addressed here. Problems arising from this interaction have been addressed, in part, by previous volumes in this series. In fact, one such problem constitutes the central focus of Volume 5, Mental Illness: Law and Public Policy [1]. The present volume joins other volumes in this series in offering an exploration and critical analysis of concepts and values underlying health care. In this volume, however, we look as well at some of the general questions occasioned by the law's relation with medicine. We do so out of a conviction that medi cine and the law must be understood as the human creations they are, reflect ing important, wide-ranging, but often unaddressed aspects of the nature of the human condition. It is only by such philosophical analysis of the nature of the conceptual foundations of the health care professions and of the legal profession that we will be able to judge whether these professions do indeed serve our best interests. Such philosophical explorations are required for the public policy decisions that will be pressed upon us through the increasing complexity of health care and of the law's response to new and changing circumstances. As a consequence, this volume attends as much to issues in public policy as in the law.
