We thought it might be interesting and instructive for both author… and reader-to examine a particular area of investigation in a framework of many different problems. Cutting across the traditional boundaries that have separated the subjects in past volumes on regulation is not an easy thing to do-not because it is difficult to think of what interesting topics should replace the old ones, but because it is difficult to find authors who are willing to write about areas outside those pursued in their own laboratories. Anyone who takes on the task of reviewing a broad area of interest must weave together its various parts by picking up the threads from many different laboratories, and attempt to produce a fabric with a meaningful design. Finding persons who are likely to succeed in such a task was the most difficult part of our job. Stimulated by throughput requirements and stronger competition between terminals settled in the same region or serving a similar hinterland, respectively, cost efficiency and throughput capabilities become more and more important. Nowadays, both terminal capacity and costs have to be regarded as key indicators for CT competitiveness. In respect of this steady growth, this handbook focuses on planning activities being aimed at 'order of magnitude improvements' in terminal performance and economic viability. Both inside and outside the profes sion, the question is becoming more and more insistent: What does at tendance at meetings or exposure to other types of prepared materials have to do with the quality of care that is provided Recertification, reexamination, and peer review of outcomes of practice-subjects only recently unmentionable-have become common issues before specialty boards, legislatures, hospital boards, insurance carriers, and even medical societies. As of October of 1979, all 22 of the member boards of the American Board of Medical Specialties had made commitments to the principle of periodic recertification of their members. Most boards have explicitly acknowledged that the cognitive skills measured in the objective examination do not assure clinical competence. An assumption behind information-assessing recertification efforts is that, though mastery of the current knowledge upon which clinical decisions should be made does not guarantee competent practice, the lack of it probably impairs competent practice.

All of the contrib uting authors have been involved in the development of their specialty areas through their research and, importantly, through their clinical work in the hospitals affiliated with the medical schools in which they hold appointments.

Almost ten years into the epidemic, and with an enormous body of basic science research on the Human Immunodeficiency Virus (HIV), we still do not know why AIDS emerged when it did or how to stop its spread. A very humbling experience for scientists, clinicians, public health experts, politicians, and the general public. Yet there are signs that a well coordinated multidisciplinary research program can conquer the epidemic and, perhaps, provide the basis for preventing future epidemics. The HIV family of viruses is now better understood, both in terms of structure and function, than any other virus. Genetically engineered peptides and nucleic acids are being tested as specific treatments or vaccines against HIV infection/disease. Most prom ising are the strides which have been made in understanding those aspects of human behavior which have contributed to the spread of HIV infection and which must be substantially modified if AIDS is to be controlled and eventually eradicated. The basis of that understanding has roots in a diverse set of disciplines which have converged in the work presented in this book.

While it was possible to include a large variety of spectroscopic methods, inevitably some fields had to be cut short or left out altogether. Other fields have developed so rapidly that they demand full cover in an additional volume. One of the major problems, already encountered during the prepar ation of the first volumes, was to keep track of new developments and approaches which result in spectroscopic data. We have to look far beyond the area of traditional atomic spectroscopy since methods of atomic and ion collision physics, nuclear physics, and even particle physics all make important contributions to our knowledge of the static and dynamical state of atoms and ions, and thereby greatly add to the continuing fascination of a field of research which has given us so much fundamental knowledge since the middle of the last century. In this volume, we have tried to strike a balance between contribu tions belonging to the more established fields of atomic structure and spectroscopy and those fields where atomic spectroscopy overlaps with other areas.
