The honors course (at the University of Wisconsin) which inspired this book was, I think, more fun than the book itself. And better. But then there is acting in teaching, and a typewriter is a poor substitute for an audience. The spontaneous, creative disorder that characterizes an exciting course becomes silly in a book. To write, one must cut and dry. Yet, I hope enough of the spontaneity, enough of the spirit of that course, is left to enable those using the book to create exciting courses of their own. Exercises in this book are not designed for drill. They are designed to clarify the meanings of the theorems, to force an understanding of the proofs, and to call attention to points in a proof that might otherwise be overlooked. The exercises, therefore, are a real part of the theory, not a collection of side issues, and as such nearly all of them are to be done. Neuware -There are quite a lot of recent books on the methodology of economics, but all proceed from one or more of the following three fundamental assumptions: 1) Meta-apriorism: it is a priori believed that the results of the philosophy of science of the past decades, associated with the names of Popper, Kuhn and Lakatos, yield conceptual frameworks that can be used to describe the product of the economist's endeavours. 2) Synchronism: it is believed that the inspection of a 'theory' of economics, the presentation of some economic belief at a point in time, reveals its logical structure and ipso facto the 'method' by which the 'theory' is constructed. 3) CreduZity: it is believed that what economists themselves say on their own methods is true, or at least of primary relevance. In this book, I endeavour to show that these assumptions are false. First, the philosophies of science by Popper, Kuhn and Lakatos did not succeed in constructing a conceptual framework capable of describing theory development in economics. Secondly, this can only be seen as soon as not Zogic but history is taken to be the referee judging the adequacy of metatheories (diachronism). One inight argue that Baconian inductivism provides one basis for skepticism with respect to a number of familiar epistemological problems. Thus, the skeptic argues, a certain conclusion - say, the existence of another's pain - is not justified on the basis of (behavioral) evidence either deductively or inductively, and hence it is not justified at all. Similarly, I should claim, by establishing an unattainable standard, the search for exceptionless principles may become a source of moral skepticism. They consist in giving criteria for the existence of solutions of algebraic equations in rings and fields, and eventually for the number of such solutions. One discovers rapidly that to have all the technical freedom needed in handling general problems, one must consider rings and fields of finite type over the integers and rationals. It gives the results obtained by them (and some by Weil) plication in the higher dimensional case, generalizing in a non-trivial way the method of Deuring for elliptic curves, by reduction mod p. [Sh 1] [Sh 2], and [Sh 5]), and some others (Serre, Tate, Kubota, Ribet, Deligne etc.) it is possible today to make a more snappy and extensive presentation of the fundamental results than was possible in 1961. Since this process was occurring very rapidly, Hahn and Sackur marked the position of the pointer on a scale with pencil marks. As a timing device they used a metronome that beat out intervals of approximately 1. 3 seconds. This simple method enabled them to determine that the half-life of the emanations of actinium and emanium were the same. Although Giesel's measurements had been more precise than Debierne's, the name of actinium was retained since Debierne had made the discovery first. Hahn now returned to his sample of barium chloride. He soon conjectured that the radium-enriched preparations must harbor another radioactive sub stance. The liquids resulting from fractional crystallization, which were sup posed to contain radium only, produced two kinds of emanation. One was the long-lived emanation of radium, the other had a short life similar to the emanation produced by thorium. Hahn tried to separate this substance by adding some iron to the solutions that should have been free of radium, but to no avail. Later the reason for his failure became apparent. The element that emitted the thorium emanation was constantly replenished by the ele ment believed to be radium. Its aim is to study the theoretical aspects of'ice mechanics' and the 'dynamics of ice masses in a geophysical environment. For the mature reader, the book can serve as an introduction to glaciology. How ever, this is not what I would regard as advisible. Glaciology is an inter disciplinary science in which many special scientific disciplines play their part, from descriptive geography to fairly abstract mathematics. Advance ment will evolve from a merger of two or more branches of scientific specialization. In the last 20 years, several researchers in different fields of glaciology have written books emphasizing the aspects of their specialities and I have listed some which are known to me at the end of the Introduction. When glancing through these books, one recognizes that the mathematical aspects of glaciology are generally glossed over and, to date, there seems to be nothing availablewhich concentrates on these. Therefore, I have written this book in an effort to close the gap and no apologies are offered for the mathematical emphasis. McCullough entitled 'Insurance Rates in the Courts' published in the June and July 1961 issues of the Insurance Law Journal. When this project began, the intention was to produce a similar journal article surveying insurance rate litiga tion between 1960 and the present using basically the same organization followed in the seminal article. However, the volume of reported cases during the last twenty years was much larger than anticipated and the issues being litigated had expanded dramatically. The project grew as my study progressed, and the resulting book surveys more than three hundred disputes involving insurance ratemaking and insurance rate regulation. The fruition of this project would not have been possible without the consistent encouragement and criticism of Roy McCullough, and it is with gratitude that I acknowledge his continuous and valuable assistance to me in this effort.
