Today these problems are too often taken to be merely verbal, so that answers to them so far as these are metaphysical are confidently claimed to be 'nonsense. ' My labours will, therefore, seem to minds thus committed to have been untimely and funda mentally futile. Untimely they may have been, but unless also fu tile their untimeliness may render them the more exigent; and to judge them as futile is to claim a certainty not available to the honest sceptic. Vigorous attempts to discredit metaphysical investigation are no new thing, though the latest is, perhaps, the most thoroughgoing, and cer tainly the most self-confident. Yet it may well be argued that effective criticism of metaphysics is either itself a sort of metaphysics, or has for its foundation presuppositions that could only be metaphysically es tablished. 'Naturam expellas Jurca, tamen usque recurret. ' Metaphysics survives, and can only survive as a true philosophia perennis, as the catalyst of scepsis and schism - neither as inexorable dogma 'once for all de livered,' nor as 'a plant that cometh of the lust of the earth, without a formal seed.

This thesis can be tested by examining the history of American relations with a place on the opposite side of the globe from the United States. Such a land is Sumatra. It is one of the largest islands in the world. Its I66,789 square mile area exceeds that of the third largest American state, California, and is larger than Italy. Lying halfway around the world from the United States, its I050 mile length is almost divided by the equator, which runs across it for 285 miles. Sumatra's strategic importance is two-fold. Firstly, it is the first island stepping stone from the Asiatic mainland into the Australasian archipelago. This was demonstrated in I942 when the United States stationed planes on Sumatra in an attempt to stem the Japanese advance southward. Secondly, it lies athwart the shortest sea routes from Eastern Asia to Europe and the Eastern United States. Sumatra's southern tip forms one side of the Straits of Sunda which guards the access to the Java, China and Philippine Seas. At the island's northern tip is the entrance to the Straits of Malacca, the shortest sea lane be tween the Near and Far East. Thoracic surgery has nearly eradieated a for merly fairly frequent source of abseess of the brain, namely infections of the lung, such as lung abscess, bronchiectasia and lung gangrene. Gunshot wounds of the head are of course a very important course of brain abseess and meningitis, but in civilian practice fortunately rare. Complieated fractures of the vault and fractures of the base of the skull are at present the most important source of intraeranial infection, and are likely to increase in importance due to ever increasing frequeney of motor accidents. Metastatic brain abscess originating from a foeus of infection of the tonsils or from other lesions anywhere in the body are on the whole rare. It is specially concerned with examining how far freedom of the press obtains in free India. I t is proposed to discuss constitutional provisions and their application through various legislative measures with a view to seeing whether these provisions are sufficiently protective of this freedom. The intro ductory chapter attempts to indicate what is meant by freedom of the press. In the first chapter constitutional provisions are set out and discussed. The next five chapters deal, in the main, with statutory provisions relating to this freedom. The concluding chapter purports to make certain suggestions in relation to repeal or amendment of a few of these provisions. It may be mentioned that this study deals only with freedom of the press in normal times.
