By means of investigations into thestructure and prospects of development in the developing countries, the Studies Centre will aim at contributing towards the creation of a factual groundwork, on the basis of which the Federal Republic's develop ment policy can be carried out effectively. In this 'age of development' the social and economic sciences are confronted with manifold tasks. In solving these, interdisciplinary co operation will prove advantageous and even essential, if wrong and narrow judgements are to be avoided. Co-operation between scientists and institutes engaged in different branches of research will make possible a better und er standing of the complex functional relationship which determine economic events and their mutations outside Western industrial society than could be normally achieved by an isolated approach. Intelligent overall economic planning, for example, requires technological analysis just as much as a precise knowledge of social structure or physical context. At this point the economist must co-operate closely with the engineer if he wishes to avoid losing his way in general patterns of growth. Vergouwen's work, Het Rechtsleven der T'oba-Bataks, here presented in an English translation, was published in the autumn of 1933, a few weeks before the author's death at the early age of 44 from tuberculosis, from which he… had suffered since 1930. During the time he spent in a sanatorium in Davos and later in the Netherlands, he began and completed his monograph on the customary law of the Toba-Batak. His book immediately became one of the outstanding works of Dutch scholarship on Indonesian customary law (Adat law). Jacob Cornelis Vergouwen began his career as an administrative officer in South Borneo (now Kalimantan) in 1913, after a brief prac tical training. In 1921 he was given the opportunity for further study at the University of Leiden where a five-year scientific training for a career as an administrative officer in the Dutch East Indies had just been instituted. On obtaining his Master's degree, he was appointed to the Tapanuli Residency, from of old, the homeland of the Toba, Mandailing, Angkola, and Dairi or Pakpak Batak. As a young official, Vergouwen had already evinced great interest in the laws and customs of the Dayak people in Borneo. His studies at the University brought him into close contact with the founder of the science of Indonesian Adat law, Professor Cornelis van Vollenhoven, one of the greatest Dutch jurists of this century. 492 pp. Englisch.

The drive toward bigness is as inevitable in the economic world as in that of destructive machines. This period has seen the need of adjustment of state institutions and legal concepts to the needs of great…er international cooperation. During the half century preceding the First World War, cooperation by governments outside the traditional diplomatic channels and procedures was largely limited to highly technical organizations, commonly referred to as public international unions, dealing with such matters as the im provement of postal communications and the control of contagious diseases. With the establishment of the League of Nations and the International Labor Organization at the end of the First World War, organized international cooperation assumed greater importance and the need was recognized of giving to the instruments of such cooper ation legal status and rights which would facilitate the effective performance of their functions. This proved to be a difficult adjustment for legal theory to make since the enjoyment of special privileges and immunities had been based in traditional international law on the fiction of state sovereignty. The new international organizations, while performing functions of the kind performed by national govern ments, were far from possessing the powers of such governments. The failure of the League of Nations to achieve its major purpose did not signify any permanent decline in the role of organized inter national cooperation. 248 pp. Englisch.

Since the emergence of the Chinese consti tutional movement at the end…of the nineteenth century, political institutions in China have undergone constant changes. The first four chapters treat of constitutional development and government systems from the latter part of the Ch'ing dynasty to the re-unification of China by the Nationalist Party in 1928. The other eight chapters deal with the policies, programs, and institutions of the Nationalist and Commu nist governments up to 1962. While treatises on various subjects have been consulted, the sources of this book are chiefly based on the official documents from the collections as indicated in the bibliography. Materials in the first few chapters are partly drawn from my previous works on government and politics in China. Because of the immense scope of the subject and the intricacy of the problems involved, this work is not intended to be exhaustive, but is rather a brief description and discussion of each topic under consideration. As there are many valuable works on China in general as well as on her history and inter national relations, I have tried not to cover what has already been dealt with by others. The… first results regarding the use of hypothermia in neurosurgery were reported at the First Inter national Congress of Neurological Sciences held in Brussels in 1957. The same subject was again considered at the annual meeting of the Societe de Neurochirurgie de Langue Franl}aise held in Montpellier in'1962. When I was charged with the task of organizing the Symposium at the Second European Congress of Neurosurgery, I thought it ad visable to put forward again the problem of the use of hypothermia in neurosurgery. Though this procedure had rapidly become popular and a mass of publications from the most important neurosurgical centres of the world had appeared, many problems remained un solved, and in particular those related to the choice of cases to be treated, the usefulness of the procedure and its possible dangers. 196 pp. Englisch.

D. from Indiana University, where I worked with Sutherland, and the volume is made up principally of my writings on differential asso…ciation during the years 1952-1963. However, the volume is neither a festschrift nor a book of reprints. The original materials have in most cases been quite severely edited in order to give the volume coherence and in order to minimize repetition and redundancy. For example, portions of one journal article appear in Chapters I, IV and V; parts of a chapter published in a recent book appear in Chapters I, II and III; and Chapter IX is composed of two inter-related articles, published eight years apart. Chapter I has not appeared elsewhere in its present form, but most of it consists of snippets culled from several of my articles and books and woven together in new form. The book is intended primarily for non-American readers, who on the whole are not as familiar with Sutherland's theory (or with other sociological and social psychological theories about delinquency, crime and corrections) as are Americans. Yet at least a nodding acquaintance with Sutherland's work is becoming increasingly necessary to an intelligent reading of the American literature in criminology. 184 pp. Englisch.

It thus represents a synthesis of two branches of analysis which have been developing almo…st independently. On the one hand there has grown up a body of results dealing with the more or less formal prop erties of sets of polynomials which possess simple generating relations. Much of this material is summarized in the Bateman compendia (ERDELYI [1], voi. III, chap. 19) and in TRUESDELL [1]. On the other hand, a problem of fundamental interest in classical analysis is to study the representability of an analytic function f(z) as a series ,Lc, p, (z), where {p, } is a prescribed sequence of functions, and the connections between the function f and the coefficients c, . BIEBERBACH's mono graph Analytische Fortsetzung (Ergebnisse der Mathematik, new series, no. 3) can be regarded as a study of this problem for the special choice p, (z) =z', and illustrates the depth and detail which such a specializa tion allows. His ridicule is understandable. He was born a Saxon, yet…adored Prussia, which forced his native kingdom into the Kaiserreich. Historians of this century, also loyal in a sense to the German Empire, have dismissed internal affairs of the federal states as parochial. Thus Saxony, though wracked by political agitation more severe than in any other German state during the last two decades of the Wilhelmian era, has been generally looked upon as peripheral to the great national issues of the day. Solid as Treitschke's grounds may in his time have been for scoffing at the anachronism of Saxon particularism, recent history has shown that Saxony was after all the heart of Gennany in more than the geographic sense. It was by far the most Lutheran region of Gennany and was often called the 'model land' of Liberalism, a way of life not to be confused with liberal democracy in the M usterliindle, Baden, or in the Kingdom of Wiirttemberg. Thus, the major part of the work deals with section I of Part I of Book III of the Treatise, where Hum…e argues that moral distinctions are not derived from reason. But in discussing this section, I have had to take into account most ofthe other sections of Book III, and some important ones from Book II of the Treatise and the Enquiry Concerning the Principles of Morals. Omissions, however, are noticeable. While I have gone into great detail on Parts I and II ofthe Treatise of Morals, I have omitted any discussion of Part III. I have not discussed everything Hume has to say on ethics, or even everything in Book III of the Treatise. I have placed certain limits on myself in writing this work. I attempt to point out only what is central to Hume's ethics, and this I believe to be the first section of Book III, and to show how certain assumptions and conclusions of this section underlie the rest of Hume's considerations on ethics. Thus, I have tried to show that Hume's discussion of the artificial virtues necessarily follows from the assump tions and conclusions of section I. But I leave it to the reader, in his further study of Hume, to apply my points to other sections of Hume that I have not discussed. 108 pp. Englisch.

These events, together with the recent degeneration of the Sino-Indian border dispute into a fuIl-fledged military confrontation, have served to dramatize the importance of Tibet from the point of view of global strategy and world diplomacy. Long before that, however, indeed ever since Tibet's occupation by the Chinese Red armies and the region's effective submission to Peking's authority, the Tibetan question had already assumed the status of a major political problem and that for a variety of good reasons, internal as weIl as international. More than any other civil contract based on mutual rights and obligations, t…his contract is characterised by the importance of its human elements. Sir William Blackstone once under lined the human and legal significance ofthe relationship, by classifying it immediately after the two great human relationships of husband and 2 wife and of parent and child. The contract is thus nationally and internationally important. In 1927 the International Labour Conference adopted a resolution 'requesting the governing body of the Office to consider the possibility of placing the question of the general principles of contracts of employment on the agenda of a future session of the Conference. '3 This question was regrettably not followed up. The reason though not the justification, lies in the difficult task of limiting the bounds of the contract and of reconciling the different legal systems in the various countries. The effort spent by the LL. O. during the last few years towards the adoption of an international recommendation on the termination of the contract, which is yet to bear fruit, illustrates the difficulties involved. It contains the contributions and discussions reported as far' as possible in a word-for-word mann…er, in the hope not only of providing out of the thoughts of the participants stimulation for further research, but also to indicate the atmosphere which prevailed during the symposium in which many completely opposed views were able to be expressed without any feeling of embarrassment. This freedom of expression is already obvious in the discussion of a proposed classification of brain tumours for the Unio Internationalis Contra Cancrum (UICC). The symposium endeavoured here to pro duce a positive criticism in order to arrive at a significant and practical conclusion viz a general, internationally acceptable classi fication. It was necessary to accept a degree of compromise even if the classification suggested did not in every point correspond to all the personal views of the various participants. The second part of the symposium was concerned with a critical discussion of numerous brain tumour problems, for example the scientific delineation of tumour groups; the discussion was started by general reviews on the biology of brain tumours so that the later discussion could cover as wide a ground as possibly. In almost twenty years a certain system of reconstructive and corrective operations has been developed at the National Spinal Injuries Centre, Stoke Mandeville.
