To the philosophical world of his own time he was well known as the teacher who ably held the chair of Moral Philosophy in the University of Cambridge from r855 until the year of his death, r866, to the Knightbridge Professor, William Whewell whose in succession Philosophy of Science is the subject of at least one chapter of the Exploratio Philosophica. Grote's birthplace was Beckenham in Kent, and the date, May 5, r8r3.

The prelim inaries for these considerations are brought together in chapter I. SERRE described properties of the category of commutative quasi-algebraic groups by introducing pro-algebraic groups. In char8teristic zero the situation is clear. In characteristic different from zero information on finite group schemee is needed in order to handle group schemes; this information can be found in work of GABRIEL. In the second chapter these ideas of SERRE and GABRIEL are put together. Also extension groups of elementary group schemes are determined. A suggestion in a paper by MANIN gave crystallization to a fee11ng of symmetry concerning subgroups of abelian varieties. In the third chapter we prove that the dual of an abelian scheme and the linear dual of a finite subgroup scheme are related in a very natural way. Afterwards we became aware that a special case of this theorem was already known by CARTIER and BARSOTTI. Applications of this duality theorem are: the classical duality theorem ('duality hy pothesis', proved by CARTIER and by NISHI); calculation of Ext(~a,A), where A is an abelian variety (result conjectured by SERRE); a proof of the symmetry condition (due to MANIN) concerning the isogeny type of a formal group attached to an abelian variety. 144 pp. Englisch.

Thus, individuals must possess the necessary locus standi at both the regional and international levels. A private individual must be able to prosecute an action before an international tribunal - in his own name - against an offending Government, particularly his own. Unfortunately, this necessary right of action was not recognized under traditional internatio nallaw. It is only very recently, since the adoption of the European Convention of Human Rights and the Establishing Treaty of the Common Market, that nongovernmental entities have achieved locus standi before international courts. As this book is being written, it is no longer valid to hold that only States are procedural subjects of international law. Nevertheless, it must - tragically - be conceded that individuals do not enjoy the same standing as Member States. This same generalization applies to the United Nations. Starting with the proposition that the individual is a subject of the Law, this book not only analyses examples supporting this viewpoint, but it concentrates on the more important shortcomings, primarily those existing within the Council of Europe, the European Economic Community, and the United Nations. The traditional division of the sources of International law into custom and treaties has already been supplemen…ted in Article 38 of the Statute of the International Court of Justice by the 'general principles of law re cognized by civilized nations' and-as subsidiary sources, the judicial decisions and the teachings of highly qualified publicists. But in order to cope with the diversity of international law in our time, we have to look to a far greater variety of sources of international law, and we shall have to recognize that, in accordance with the many-sided character of international law, these sources may vary greatly in intensity. In recent years, Declaratory Resolutions of the General Assembly have been much concerned with the general princi ples of international law. Sometimes these Declarations are interpre tations of the Charter and other instruments; sometimes they are evi dence of state practice and a developing customary international law ; sometimes they formulate new principles which, in some cases will eventually lead to international treaties or new custom, or in other cases will be accepted as authorative statements of international legal principles, in circumstances where a formal treaty cannot be attained. The first i…s to amend the constitution of the organization. If the organization has only a limited number of members, then this technique is not too cumbersome. But, the procedure for amending a constitution is usually complicated and requires a substantial period of time. Thus this technique has at least the disadvantage of delay. 2 The second technique is to conclude a treaty among the member States of the organization. What the name covers is the subject of this paper. EUROVISION is not the name of an organisation or company, but rather an emblem. It s…ignifies international co-operation in television programme exchanges within the framework of the European Broad casting Union - or rather the most spectacular element of that Co-oper ation. It appears conspicuously at the head of programmes relayed by several countries. To understand the full extent of this co-operation, it is best to look at the wider field covered by the structure and working of the European Broadcasting Union itself. The European Broadcasting Union is a professional association, grouping Western European radio-television organisations as active members, with organisations in other continents as associate members. It is financed by contributions from its members. Questions of principle, management and financial responsibility come under the Administrative Council or the General Assembly (from which it is elected) - in which the Directors-General of the several organisations are represented. The present Chairman is M. RoDIN6 of Italy who succeeded M. RYDBECK of Sweden.
