The students who took the course were mathematics seniors and graduate students. Therefore a thorough knowledge of algebra. (a. o. linear algebra, theory of finite fields, characters of abelian groups) and also probability theory were assumed. After introducing coding theory and linear codes these notes concern topics mostly from algebraic coding theory. The practical side of the subject, e. g. circuitry, is not included. Some topics which one would like to include 1n a course for students of mathematics such as bounds on the information rate of codes and many connections between combinatorial mathematics and coding theory could not be treated due to lack of time. For an extension of the course into a third term these two topics would have been chosen. Although the material for this course came from many sources there are three which contributed heavily and which were used as suggested reading material for the students. These are W. W. Peterson's Error-Correcting Codes '(15]), E. R. Berlekamp's Algebraic Coding Theory '(5]) and several of the AFCRL-reports by E. F. Assmus, H. F. Mattson and R. Turyn ([2], (3), [4] a. o. ). For several fruitful discussions I would like to thank R. J. McEliece. 152 pp. Englisch.

A historian exploring the archives of the time cannot help but be impressed by the ubiquitous appearances of the archbishop. Yet the frequent references too often provide little detail, so that what emerges is a wraith-like picture of the man and a very uncertain account of his activities. As a result it is difficult to know what to think of Sheldon. He has been termed a Laudian, but Mathew Wren, Laud's loyal assistant and sharer of his imprisonment, was cempletely baffled by the initials G. Sh. which appeared in a letter sent to him in the early 1650's. Also labeled a staunch Tory and a firm believer in the institution of monarchy, Shelden showed no compunction whatever about lecturing the king on his duties or in boldly epposing the royal wishes when his lectures were ignored. He has been described as a man of iron character, yet he was invariably soft-spoken and gentle to those in his immediate presence. He is pictured as a ruthless persecutor, but he often offered assistance, material and otherwise, to those who had been his opponents. Supposedly he was avaricious, yet the record suggests that during the Interregnum he impoverished himself to assist needy friends and church acquain tances, seme of whem he barely knew. 196 pp. Englisch.

Although the 1848 revolt is of somewhat greater domestic political importance and considerably greater in its European scope and its social implications, the July Revolution of 1830 should not be relegated to the lower Ievels of historical consciousness. Yet, in modern times, even in France, relatively few works have been published concerning either the Restoration or the revolution which terminated it. New interpretations, such as the excellent works of Bertier de Sauvigny and David Pinkney have awakened the enthusiasm of scholars; but in general, the intrinsic importance of this period has been slighted for nearly a century. There are reasons for this inattention: At first glance, the era seems retrograde, born of a conservative reaction; and placid - it falls between Napoleon's giant earthquake on one side, and on the other, the dynamics of European nationalism, imperialism, and the class struggle. But the Restoration was neither archaic nor calm. lt was, for all its manifest anachronisms, an age of rapid political, cultural, and social growth. France, during these years, was maturing and ripening toward nationhood - and toward the collision of many complex forces, culminating in revolution. 296 pp. Englisch.

There are, indeed, few historical developments which have played a more universal role, in reaction against all kinds of particularism, than type design, printing, book production, publishing, illustration, binding, librarianship, journal ism, and related subjects. Their history should be assessed and studied primarily in an international, not in a local, context. The bibliographical resources, however, which the historian of these sub jects has at his disposal correspond hardly at all to the essentially inter national character of the object of his studies. Since the appearance of the retrospective bibliography of BIG MORE and WYMAN, covering the subject comprehensively up to r88o, the only current bibliography has been the lnternationale Bibliographie des Buck-und Bi bliothekswesens. Covering a representative part of newly published liter ature, it appeared from rgz8, but did not survive the Second World War. 'The sea is our element, the roaring sea our glory,' as the old folksong says. For a nation whose and prosperity are so closely connected with the sea, it is of the fate utmost importance to which regime the nations that border upon, sail and exploit the sea are subjected. Until recently nobody worried about the legal regime of the sea. The principle of the freedom of the sea, since Hugo Grotius one of the strongest, hardly assailable, principles of inter national law, was it not of paramount importance for the Netherlands Since the Second World War this security does not exist any more. International Law is shaken in its foundations. This law, once anchored in the sense of justice of the then leading nations, which certainly did not think similarly, but to a certain extent along the same lines, has been shaken by the development of groups which no longer accept these rules as the guiding principle of their actions. The alarmingly scant willingness among the younger nations to accept the compulsory jurisdiction of the International Court, and the scarce assignments conferred to that Court, bear witness to this crisis. More and more International Law is traversed by economical, sociological, political and power factors which are pushing aside the conceptions of law once considered stable. 180 pp. Englisch.

As a result of destruction, requisitioning and looting, and of unavoidable expenditures by the Government in exile, the national wealth in terms of real and financial assets had been reduced by about 30 per cent. The productive capacity in industry, agriculture, transportation and infrastructure was heavily damaged, stocks were exhausted and labor productivity was serious ly underminded (the daily food ration had reached the near starvation level of barely 600 calories per person).1 Monetary reserves and foreign investments had suffered heavy losses. The economic and social strategy on which the new post-war Government embarked was directed towards three major objec tives: a) rapid reconstruction of the productive potential; b) equit able distribution of the national income; c) rational utilization of the available economic resources. It was realized that the achieve ment of these objectives was conditioned by austerity with respect to consumption, after a reasonable subsistence level had been restored; by a maximum investment effort; by the re-establish- 1 During the war period, the population had increased by more than 400,000 reaching 9.3 million end-I94S. 52 pp. Englisch.

The kidnappings-and how to deal with them-have been the subject of Congressional committee hearings, State Department deliberations, and international debate and action by the Organization of American States. It is the purpose of this study to analyze them within the context of urban guerilla terrorism, international legal norms, and world diplomatic practice. Selected examples of diplomatic kidnappings, particularly those in Latin America and Canada, strikingly illustrate the new revolutionary strategy of utilizing terrorism as a political tactic to achieve long-range political goals. As with its kindred phenomenon-the airplane hijack ings-the kidnappings of foreign diplomats seize upon and exploit innocent victims as hostage pawns; a bargaining situation is thus created in which the revolutionary minority can achieve a diplomatic leverage which is far greater than in proportion to its numbers, military strength, or popular appeal. Through terrorism the urban guerillas hope to achieve tactical advances within the general strategy of political revolu tion; even temporary governmental repression if it occurs in reprisal becomes part of that strategy. Chapter I in particular and the entire manuscript in general examine the kidnappings within the parameters of revolutionary terrorism. The kidnappings have also had serious legal and political ramifications in the realm of world diplomacy. 192 pp. Englisch.

It is intended as an introduction to classical two-valued predicate logic. The restriction to classical logic is not meant to imply that this logic is intrinsically better than other, non-classical logics; however, classical logic is a good introduction to logic because of its simplicity, and a good basis for applications because it is the foundation of classical mathematics, and thus of the exact sciences which are based on it. The book is meant primarily for mathematics students who are already acquainted with some of the fundamental concepts of mathematics, such as that of a group. It should help the reader to see for himself the advantages of a formalisation. The step from the everyday language to a formalised language, which usually creates difficulties, is dis cussed and practised thoroughly. The analysis of the way in which basic mathematical structures are approached in mathematics leads in a natural way to the semantic notion of consequence. One of the substantial achievements of modern logic has been to show that the notion of consequence can be replaced by a provably equivalent notion of derivability which is defined by means of a calculus. Today we know of many calculi which have this property. 260 pp. Englisch.

Various literary movements arose and existed side by side, while new trends made themselves felt. At no other time in the history of Russian literature was there a similar influx of widely disparate literary and intellectual influences from the West. The complex evolution of literature is reflected in the area of literary classification. Period terms have been used in great variety, yet without general agreement as to the extent, or even the nature of the trends described. The essays of this study are devoted to two major literary trends of the 18th and early 19th century, -sentimentalism and preromanticism. They aim to elucidate their evolu tion as well as at defining and describing the conceptual framework on which they rest. Since the 18th century did not draw a sharp line between translated and original literature, both have been included here. Literary, philosophical, and general cultural influences from the West were of consi derable importance for Russian literature. The concepts, motifs and themes which reached Russian writers in translations moulded their own original works. The 18th century witnessed the formation of an adequate literary language which culminated in Karamzin's style. The distinction of two stages in the development of sentimentalism as suggested here and the differentiation between both of them and a third literary trend, preroman ticism, is an attempt to reflect adequately the rapid change in stylistic and poetic norms. 268 pp. Englisch.

Unfortunately, Correa's music was published in a notation which, though excellent, was little-known beyond Spain. Only within the last twenty years has a complete -though regrettably deficient - edition of Correa's music become available. Cabezon, Correa de Arauxo's most significant immediate predecessor on the Hispanic musical scene (at least among keyboard composers whose music survives to any extent), figures among the greatest and most influential Renaissance composers. In Cabezon's works, the ricer car (known as tiento in Spain) and variations forms reached full de velopment. Manuel Rodrigues Coelho, Correa's Portuguese contemporary, al though working well into the seventeenth century, did not venture beyond the formal boundaries established by Cabezon. On the other hand, a number of late sixteenth-century Spanish composers - Francisco Peraza, and others whose works seem irretriev ably lost - apparently were writing music that incorporated into the contrapuntal flow of the tiento toccata-like episodes. The result, for mally, was similar in many respects to toccatas of late-Renaissance Italy. Formal sectionality also appears in the late sixteenth-century Italian ricercar, particularly in those known as canzone francese. This formal trait is present in music by composers of Naples, then under Spanish dominion, and Venice. Correa could not have been working in cultural semi-isolation. 112 pp. Englisch.

These include local stores and markets, churches, clubs, welfare agencies and other organizations that serve the needs of the local population. Frequently employment opportunities in occupa tions where English is unnecessary are also available to men and women in the neighbourhood. These ethnic neighbourhoods exhibit a high degree of functional interdependence which would be severely disrupted by urban renewal schemes involving widespread clearance. The proposed extension of freeways could give rise to problems in this respect. Even the 'spot clearance' schemes of a more limited kind would have more serious social and human repercussions in such areas in view of the high incidence of 'doubling'. It is significant that certain planning areas in which urban renewal has already proceeded, such as the Don area including the Regent Park public housing scheme, have consisted predominantly of native-born Canadians of British origin. The experience gained in these schl~mes is not likely to be a useful guide to the probable consequen -;es of improvement and other schemes in those areas with a mt l'e heterogeneous population. An examination of the population .::haracteristics in those areas designated for renewal in the future suggests that the social effects and human implications of these plans may be somewhat different from past experience. 128 pp. Englisch.

This item is printed on demand - it takes 3-4 days longer - Neuware -The relation of mind and body is one of the central problems of post Cartesian times. It has precluded a unified theory of the positive sciences and prevented a satisfactory notion of man's psychophysical unity. Gen erally it has been treated as a problem of causality and solutions have been sought in various schemata of etiological relations. Proposals have ranged from that of reciprocal action between two substances and two causal streams to a reduction of all phenomena to a single causal stream involving a single class of substances. This investigation will abandon such schemata and attempt to start afresh. It will analyze the relation of strata of meaning involved and will be only tangentially concerned with the causal relations of mind and body. This investigation will view the relation of mind and body no longer as the association of two substances, two things, but as the integration of two levels of conceptual richness. This is a move from hypostatization, reification, to categorialization - a move from the opacity of things to the relative lucidity of their significance. It recognizes that philosophy seeks not new facts about being but rather a way of understanding the integration of widely diverse domains of facts. Here the goal is the expla nation of the unity of being, specifically the being of mind and body, in terms of thought - that for which being has significance and that for which incongruities of significance appear as a problem. 184 pp. Englisch.

One of the truly great periods of history, Rome, over the centuries, deservedly has attracted the passionate attention of historians, philologists and, more recently, archeologists. Since Roman of the legal life of most of Western Europe, the legal law constituted the source profession had a legitimate interest. Veritable libraries have been built around the history of Rome. In the past confined mostly to Italian, German, and French scholars the fascination with things Roman by now has spread to other civilized nations in cluding the Anglo-Saxon. Among the contributors to our knowledge of ancient Rome are some of the great minds in history and law. Our bibliography - selective, as neces sarily it has to be - records outstanding generalists as well as some of the numerous specialists that were helpful for our undertaking. Why, then, another study of the Roman political civilization and one that, at least measured by volume and effort, is not altogether insubstantial And why, has to be added, one presented by an author who, whatever his reputation in other fields, ostensibly is an outsider of the classical discipline These are legitimate questions that should be honestly answered. By training and avocation the author is a constitutional lawyer or, rather, a political scientist primarily interested in the operation of governmental institutions. 536 pp. Englisch.

This item is printed on demand - it takes 3-4 days longer - Neuware -Superficial acquaintance with the literature on punishment leaves a fairly definite impression. There are two approaches to punishment - retributive and utilitarian - and while some attempts may be made to reconcile them, it is the former rather than the latter which requires the reconciliation. Taken by itself the retributive approach is primitive and unenlightened, falling short of the rational civilized humanitarian values which we have now acquired. Certainly this is the dominant impression left by 'popular' discussions of the subject. And retributive vs. utilitarian seems to be the mould in which most philosophical dis cussions are cast. The issues are far more complex than this. Punishment may be con sidered in a great variety of contexts - legal, educational, parental, theological, informal, etc. - and in each of these contexts several im portant moral questions arise. Approaches which see only a simple choice between retributivism and utilitarianism tend to obscure this variety and plurality. But even more seriously, the distinction between retributivism and utilitarianism is far from clear. That it reflects the traditional distinction between deontological and teleological ap proaches to ethics serves to transfer rather than to resolve the un clarity. Usually it is said that retributive approaches seek to justify acts by reference to features which are intrinsic to them, whereas utilitarian approaches appeal to the consequences of such acts. This, however, makes assumptions about the individuation of acts which are difficult to justify. 176 pp. Englisch.

The learning process, also an emotional process, begins in criminology with the concepts, views, emotions, attitudes and ideas we have regarding crime and criminals. Exploration of these underlying factors is one of the aims of the present book. We can free our thinking only by being aware of the significance of our own feelings and thoughts about a phenomenon like crime. 'That is the basic problem confronting us. In scien tific thinking implicit postulates as to the sensus communis, unless recognized and 1 neutralized, grow into idols.' The fight against crime is one example of such an idol. Crimes and criminals exist only by virtue of reactions to certain forms of be havior. For this reason this book will begin by examining the reactions of society to crime. Criminology is primarily a science of others than offenders. In this sense I invert criminology. The history of criminology is not so much a history of offenders, 2 as a history of the reactions of those in power. 188 pp. Englisch.

The most important of the three Communities, the European Economic Community (EEC), is even younger, having come into existence in 1958. 1 Two decades have been hardly enough time to have more than reached, much less settled, the impor tant questions of the relationship between Community law and institutions and those of the Member States. Among the most challenging of the questions is the extent to which the courts of the Member States will fulfill the obligation of safeguarding the rights created by the Treaty of Rome in favor of private persons, both indivi dual and corporate, an obligation which the Court of Justice of the European Communities has said rests upon the national courts. This obligation flows naturally, though not necessarily, from the commitment of the Court of Justice to an effective Community. However, the result depends on that commitment, and there is a natural concern that the national courts may not share the commitment to an effective Community to a degree necessary to fulfill their obligations under Community law as those obligations have been defined by the Court of Justice. In order to fu1fi11 their obligations to Community law the courts of the Member States will have to solve some serious problems, and do it with comparatively little help from the Court of Justice. 160 pp. Englisch.

This item is printed on demand - it takes 3-4 days longer - Neuware -It was in the early summer of 1906 that Violet Bonham Carter first met Winston Churchill: an encounter which left an 'indelible im pression' upon her. 'I found myself,' she recalled, sitting next to this young man who seemed to me quite different from any other young man I had ever met. For a long time he remained sunk in abstraction. Then he appeared to become aware of my existence. He turned on me a lowering gaze and asked me abruptly how old I was. I replied that I was nineteen. 'And I,' he said almost despairingly, 'am thirty-two already. Younger than anyone else who counts, though,' he added, as if to comfort himself. Then savagely: 'Curse ruthless time! Curse our own mortality! How cruelly short is the allotted span for all we must cram into it!' And he burst forth into an eloquent diatribe on the shortness of human life, the immensity of possible human accomplishment - a theme so well exploited by the poets, prophets and philosophers of all ages that it might seem difficult to invest it with a new life and startling significance. Yet for me he did so, in a torrent of magnificent language which appeared to be both effortless and inexhaustible and ended up with the words I shall always remember: 'We are all worms. But I do believe that I am a glow worm. 212 pp. Englisch.
