Every decision, every action, even the refusal to either act or decide involves some element of risk. Perhaps, because we accept relatively low levels of risk in our daily activi ties, we tend to minimize the existence of risk and thereby fail to include risk assessment in those decisions and actions which could be improved through a risk assessment process. However, our casual approach to risk assessment seems to stem largely from the diffi culties inherent in measuring risk rather than from any lack of cognizance of the existence of risk. This conclusion is evidenced by the many statements in official documents relating to planning and evaluation which suggest that risk assessments should be con ducted but do not provide the mechanism for such assessments nor do they encourage their consideration in the decision making process. This conference on Risk/Benefit Analysis in Water Resources Planning and Management is notable because it attempts to identify and evaluate the mechanisms available for risk assessment which might be useful in water resources planning and management efforts. These proceedings bring together the thoughts of professional per sons who have struggled with the problems of risk assessment and who have contributed to the refinement of both theoretical and pragmatic solutions for the improvement of risk assessment processes.

At that time, micro mechanics was a rather unfamiliar subject. Although I repeated the course every year, I was ne ver convinced that my notes have quite developed into a final manuscript because new topics emerged con stantly requiring revisions, and additions. I finally came to realize that if this is continued, then I will never complete the book to my total satisfaction. Meanwhile, T. Mori and I had coauthored a book in Micromechanics, published by Baifu-kan, Tokyo, in Japanese, entitled 1975. It received an extremely favorable response from students and researchers in Japan. This encouraged me to go ahead and publish my course notes in their latest version, as this book, which contains further development of the subject and is more comprehensive than the one published in Japanese. Micromechanics encompasses mechanics related to microstructures of materials. The method employed is a continuum theory of elasticity yet its applications cover a broad area relating to the mechanical behavior of materials: plasticity, fracture and fatigue, constitutive equa tions, composite materials, polycrystals, etc. These subjects are treated in this book by means of a powerful and unified method which is called the 'eigenstrain method. The purpose of this report is to summarize the state of the art for the provision of floating or fixed structures, or man-made islands of the size needed for the construction of nuclear and other power stations. It describes the main factors which must be taken into account in the design and location of such islands and provides an indication of feasibility and cost for each design at the present time. Mathematical and statistical methods have played an important role in the development of this field and a large, and sophisticated, literature exists which is concerned with the theory of epidemiological processes in popu lations and the dynamics of epidemie and endemie disease phenomena. Much ofthis literature is, however, rather formal and abstract in character, and the field has tended to become rather detached from its empirical base. This latest symposium, the third, was held in Bologna, 5-7 November 1980. If we compare the two proceedings it is quite evident how much progress has been achieved in EBL research during these few years. Whereas in 1975 there were still discussions on the character isation and importance of the various identified antigens and the anti bodies against them, we now have evidence of base sequence variations of the bovine leukosis provirus derived from cattle in different conti nents, due to the world-wide cooperation on the subject. Disease control was still largely based on haematology, whereas now some countries are completely free, or on the verge of becoming completely free, of the disease following the introduction of serological methods of diagnosis. EBL research appears to me to be an excellent example of the pro duction of new fundamental research and its transfer to the applied disciplines of veterinary sciences. I must emphasise that this progress would not have been achieved if the CEC had not sponsored a number of projects and the meetings. Our purpose in developing a core curriculum was to provide to advanced undergraduates and entering graduate students a coherent and systematic introduction to the theory of geophysical fluid dynamics. The curriculum and the outline of this book were devised to form a sequence of courses of roughly one and a half academic years (five academic quarters) in length. The goal of the sequence is to help the student rapidly advance to the point where independent study and research are practical expectations. It quickly became apparent that several topics (e. g. , some aspects of potential theory) usually thought of as forming the foundations of a fluid-dynamics curriculum were merely classical rather than essential and could be, however sadly, dispensed with for our purposes. At the same time, the diversity of interests of our students is so great that no curriculum can truly be exhaust ive in such a curriculum period. Despite the fact that several accounts of the subject, both technical and didactic, are now available, and despite the extensive discussion of nonrigid molecule symmetry that has been going on since the classic papers of Hougen and Longuet-Higgins, there remains a need for a unifying survey of the problem. Previous treatments have tended to emphasize one or the other particular viewpoint at the expense of a broader view. Renewed interest in the details of the symmetry classification of rotation vibration states of highly symmetric (octahedral) molecules has led to a reexam ination of the relation between conventional point group operations and permutations of identical nuclei in rigid molecules, together with a clarification of the fundamental role of the Eckart constraints and associated Eckart frame. As is shown below, analogous insights can also be obtained in the case of nonrigid molecule symmetry, where the Eckart-Sayvetz conditions provide a natural generalization of the Eckart constraints. The importance of particular definitions of the 'molecule-fixed' frame in the theory of molecular symmetry can be better appreciated by examining their dynamical origin. Chapter 1 is therefore devoted to a description of the derivation of the usual Wilson-Howard-Watson form of the molecular Hamiltonian, together with its generalization to nonrigid molecules.
