Roughly, model-based diagnosis is the task of finding out the faulty components of a physical system based on the observed behavior and the system model. An active system is the abstraction of a p…hysical artefact that is modeled as a network of com municating automata. For example, the protection apparatus of a power transmission network can be conveniently modeled as an active system, where breakers, protection devices, and lines are naturally described by finite state machines. The asynchronous occurrence of a short circuit on a line or a bus-bar causes the reaction of the protection devices, which aims to isolate the shorted line. This reaction can be faulty and several lines might be eventually isolated, rather than the shorted line only. The diagnostic problem to be solved is uncovering the faulty devices based the visible part of the reaction. Once the diagnosis task has been on accomplished, the produced results are exploited to fix the apparatus (and also to localize the short circuit, in this sample case). Interestingly, the research presented in this book was triggered a decade ago by a project 011 short circuit localization, conducted by ENEL, the Italian electricity board, along with other industrial and academic European partners.

Although forests will be used commercially, it is a dynamic process that should maintain them far into the future.

I have known Tony since 1984 when he joined the University of Notre Dame's faculty as Chair of the Depart ment of Electrical Engineering. Tony has had a long and ou…tstanding career. As a researcher, he has made im portant contributions in several areas of systems theory and control theory, espe cially stability analysis of large-scale dynamical systems. The numerous awards he received from the professional societies, particularly the Institute of Electrical and Electronics Engineers (IEEE), are a testament to his accomplishments in research. He received the IEEE Control Systems Society's Best Transactions Paper Award (1978), and the IEEE Circuits and Systems Society's Guillemin-Cauer Prize Paper Award (1984) and Myril B. Reed Outstanding Paper Award (1993), among others. In addition, he was a Fulbright Scholar (1992) and received the Alexander von Hum boldt Forschungspreis (Alexander von Humboldt Research Award for Senior U.S. Scientists) from the German government (1997). To date, he has written eight books and published over 150 archival journal papers. Tony is also an effective administrator who inspires high academic standards.

It is a pleasure to do that because the book is a contribution to the cause of capacity building for development and implementation of en…vironmental law in Africa, a goal towards which I have had an undivided focus over the last two decades. There is still some belief in and outside Africa that for developing countries in general, and Africa in particular, development and implementation of environmental law is not a priority. This belief prevails strongly in many quarters of the industrialised countries. In fact, the view is held either out of blatant ignorance or by some renegade industrialists who fail to appreciate Michael Royston's 1979 thesis that Pollution Prevention Pays.2 That group, for obvious reasons, must have their correspondent counterparts in Africa to provide hope that industries rejected as derelict in the West or inoperable due to rigorous environmental regulation, can find homes to which they can escape and dump their polluting industries.

Neuware - In the closing decade of the last century, we saw warnings that infectious diseases will require much more attention from patients and physicians in the 21 st century. Recently d- covered diseases such as AIDS pose a major threat to the population at large, and to that threat has been added the r…e-emergence of established pathogens, microbes that were re- ily treatable in the past. Since infectious diseases already play a major role in the burden of illness and mortality, health care providers and planners are worried. A large proportion of the problem is man-made, arising mainly from the unnecessary overuse of antimicrobials in hospital and community settings and from the agricultural misuse of the agents in animal feed. A consequence has been a dramatic increase in resi- ant strains of bacteria that were considered conquerable several decades ago. Community infections caused by multi-resistant pneumococci serve as an example. These organisms were readily treated with penicillin, but now the spread of penicillin-resistant Streptococcus pneumoniae from continent to continent is becoming a worldwide problem. This is a major concern because pneumococcal infections are common in the community, being the le- ing cause of pneumonia, sinusitis, and meningitis. Resistant bacteria in hospitals are also becoming more prevalent. We have become accustomed to hearing about methicill- resistant Staphylococcus aureus (MRSA) and vancomycin-resistant enterococci (VRE), but now we have to be concerned about multidrug-resistant coliform bacteria and pseudomonads.

As well as the papers, the 11th SDL Forum also hosted a system design competition sponsored by Solinet with a cash prize for the 'best' design. This follow…s a similar competition at the SAM 2002 workshop (papers published in LNCS 2599). The winning entry from SAM 2002 is described in the last paper in this volume. The SDL Forum was rst held in 1982, and then every two years from 1985. Initially the Forum was concerned only with the Speci cation and Descr- tion Language rst standardized in the 1976 Orange Book of the International Telecommunication Union (ITU). From the start this graphical CEFSM (communicating extended nite state machines) notation was used both to describe the implementation of systems and to specify systems (especially protocol systems in standards). In the early days both types of description were quite informal, though speci cations were certainly more formal than the main alternative: natural languagewith some ad hoc gures. Implementations were usually written in assembly language, which is at too low a level to reason well about the interaction between communic- ing agents within a system. In this case the notation provided an intermediate description that gave an overview of how the implementation worked, and often the actual logical development was done at the graphical level with hand coding of that description. 424 pp. Englisch.
