Understandably writers have given more attention to the victor than to the vanquished. Except for polemicists who seek to prove the wrong done or to vindicate the action taken, scholars have been interested in writing about trends which were to become significant in the new Reich, about the new governmental structure itself, and about the diplomacy and statesmanship which were used to form the new German nation-state. But the consolidation of many diverging strands of political, economic, and social traditions in the new state left many issues unsolved and in fact seemed to create new ones. Many of these problems, while not overtly affecting the basic outline of German history, have nonetheless influenced it and have become at times serious matters of concern for the Reich Chancellor. One of the problems was the threat of particularist sentiment to the national unity which Bismarck was trying to create. The rapid rate of scientific and technical advance in both Europe and the United States and the existence of large technology gaps among nations has brought the importance of the process into sharper focus, and has c~used technology transfer to have implications for countless aspects of both national and international develop ment. Technology transfer has been variously defined as: the process of information transfer between science, technology and actual utilization of scientific data and ideas, to wit: production of goods and services; the process by which science and technology are diffused throughout human activity; the transfer of research results into operations; the process by which technical information originating in one setting is adapted for use in another setting. Collectively, these and other definitions share a common theme which characterizes the process as one of bringing technology i'ilto widespread use in solving mankind's problems in the shortest practical time. The first NATO Advanced Study Institute (ASI) on Technology Transfer in July, 1973, brought together many of the individuals dealing with quantitative data, based on empirical research. This conference had both the advantages and disadvantages of a somewhat detached point of view. The ASI also had lectures contributed by representatives from government agencies and corporations (and a few university-based scholars) who had been active as practitioners or consultants in policy-making and organizational design for technology transfer.…

Examples include thread roots in steam turbine casing bolts, branch connections in nuclear pressure vessels and blade root fixings in gas or steam turbine rotors. At one extreme the simple notch weakening/notch strengthening characterization of the material by circumferentially vee-notched uniaxial rupture tests, as specified in many national standards, may be sufficient. This latter approach is most commonly used for internally pressurized components, particularly where welds are involved. Design codes, by their nature, must ensure conservatism and are based on a material's minimum specified properties. In the case of high temperature components the extension of life beyond the nominal design figure, say from 100000 to 200000 h, offers very significant economic benefits. ESgecially, since the late 1J60's, a diversity of lifestyles other than the nuclear family began to emerge, according to demographic changes in household compositions during the past decade (US Bureau of Census, 1979; Centraal Bureau voor de Statistiek, 1930). One lifestyle, non-marital cohabitation, has increased most dra matically during the ~ast ten years and is the subject of this study. The term cohabitation will be used exclusively throughout the remainder of this study to refer to hetero sexual couples who are living together without being married legally. Despite its recent rapid increase, one should not overlook the fact that cohabitation, in comparison with legal marriage, remains an alternative practiced by a minority of the couples at any oint in time. For the Netherlands, it is estimated that 7 percent of all couples are living together unmarried, and 93 percent are married (Straver, 1981). Because we can observe and study the volcanic products of present day tectonic regimes comprehensively, we can shed light on ancient tectono-magmatic provinces, and thereby deduce the petrogenesis and evolution of the oldest basic rocks. This is the primary objective of this book. The book was conceived in order to provide a comprehensive review of the basic rocks produced during the first half of the Precambrian, i.e. the Archaean and early Proterozoic, to about 1.8 Ga years ago. Two major questions are addressed. First, what basic magmas were generated during the early Precambrian: were these magmas globally uniform, and to what extent were prevailing tectonic controls and compo sitions analogous to those of the present day Clearly, this can be answered only by bringing together fundamental information about all relevant basic magmatic events. As on previous occasions, the scientific programme was designed appeal to the wide range to of interests represented by ADG members. It was later realized that the central gas density in some clusters, and in elliptical galaxies, is so high that radiative cooling is a significant energy loss. The cooling time of the gas decreases rapidly towards the centre of the cluster or galaxy and is less than a Hubble time within the innermost few hundred kiloparsecs. This results in a cooling flow in which the gas density rises in order to maintain pressure to support the weight of the overlying gas. The rate at which mass is deposited by the flow is inferred to be several hundreds of solar masses per year in some clusters. The fraction of clusters in which cooling flows are found may exceed 50 per cent. Small flows probably occur in most normal elliptical galaxies that are not in rich clusters. The implications of this simple phenomenon are profound, for we appear to be witnessing the ongoing formation of the central galaxy. In particular, since most of the gas is undetected once it cools below about 3 million K, it appears to form dark matter. The Colloquium was sponsored by the Centre National de la Recherche Scientifique and the Museum National d'Histoire Naturelle. Charles Sadron was born in 1902 at Chateauroux, near the center of France. Appointed as a highschool teacher in Strasbourg, he devoted his spare time to research in magnetism under the direction of Pro P. Weiss. He got his Ph. Results of research presented at the meeting are included in this special volume of Plant and Soil. The understanding of actinorhizal systems continue to increase, though work and use shops and discussions at this and similar meetings make it evident that this important subject remains open for fruitful investigation at all levels. Some important 'firsts' were reported at this meeting. The first extensive survey of Frankiae and their host specificity ranges from Asia was presented. This is of significance since Asia is a center of diversity for many actinorhizal host plant genera. A report that proto plasts of Frankia have been produced and regenerated for the first time improves the possibility for genetic manipulation of Frankia. It is also important to note the first report herein of successful mass inoculation of actinorhizal plants commercially for stabilization and reclamation of disturbed soils around hydroelectric power projects in Quebec. This heralds the transfer of actinorhizal technology to private and public users. The bacterial genus Frankia is easily recognized both in vivo and in vitro, and isolation of this organism has become routine.
