As such, it is amenable to analysis from a number of disciplines and directions. The present volume is composed of revised papers on the theme of 'Responsibility in Health Care' presented at the Eleventh Trans Disciplinary Symposium on Philosophy and Medicine, which was held in Springfield, illinois on March 16-18, 1981. The collective focus of these essays is the clinical practice of medicine and the themes and issues related to questions of responsibility in that setting. Responsibility has three related dimensions which make it a suitable theme for an inquiry into clinical medicine: (a) an external dimension in legal and political analysis in which the State imposes penalties on individuals and groups and in which officials and governments are held accountable for policies; (b) an internal dimension in moral and ethical analysis in which individuals take into account the consequences of their actions and the criteria which bear upon their choices; and (c) a comprehensive dimension in social and cultural analysis in which values are ordered in the structure of a civilization ([8], p. 5). The title 'Responsibility in Health Care' thus signifies a broad inquiry not only into the ethics of individual character and actions, but the moral foundations of the cultural, legal, political, and social context of health care generally.

Being a country rich in water - at least in terms of surface area - and low-lying, problems related to water are as old as the nation itself. The problems in regard to water quality are becoming more acute and complicated due to the progressive rise in air and ground pollution. Glaring examples are the acid rains and contamination of ground-water resources by toxic, and often illegal, waste dumps. Being a delta country, the Netherlands is also very vulnerable to pollution from the water sources outside the country's national boundaries, i.e. the rivers Rhine, Meuse and ScheIdt. Not only the national but also the international authorities are active in developing measures to both prevent and combat water pollution, and to restore as far as possible the natural balance or a 'reasonable' water quality. The pollution abatement programmes are based on ecological theories; accepting waterbodies as aquatic ecosystems, the authorities concerned try to influence and lead the progresses in the systems to reach or maintain the desired ecosystem structure. Suter II (1981) mentioned a number of reasons why the attempts to use ecosystem theories to assess the impacts on the environment have been disappointing to date. It is clear that one of the reasons for the failure is lack of proper knowledge.

In August 1924 the Dutch Dendrological Society was founded and at the same time a Committee for Nomenclature of woody plants was set up and I served on this committee as one of the members. Our first activity was to bring the catalogues of the various leading nurserymen in the Netherlands into line with the International Rules of Botanical Nomenclature and also to check their nursery stock. Formerly these catalogues had shown a rather confused nomenclature, nurserymen having usually made use of a variety of inconsistent books as guides in compiling their catalogues. In the course of the work a close co-operation between scientific and practical workers developed. Although I had also fully contributed to the correct naming of hardy shrubs and perennials, 1 was most interested in Conifers. I had tried out several species, had grown a wide choice of garden forms and selected types of particular merit for propagation. My special love for Conifers lead to the publication of my Name-list of Conifers (1937), which was adopted as a standard for varietal names at the International Horticultural Congress in Berlin (1938). Later I prepared my book 'Coniferen, Ephedra en Ginkgo' in the Dutch language (1949); compiling the Conifers cultivated or known to be grown in the Netherlands and Belgium at that time. 536 pp. Englisch.

First, books such as those by Wan, Burmeister and Dobell are uneven in their technical difficulty and, while they are excellent, are apparently difficult for first year graduate students and advanced undergraduates. Solow's expository book, on the other hand, is at the other ex treme. Furthermore, many of the books seem to be aimed at the authors' peers rather than the students. My primary objective in writing this book is to bridge this gap and to pitch, very appro priately I hope, at the level of a typical student enrolled in a beginning course in growth theory. Secondly, almost all the growth models in the literature can be recast in a single analyti cal framework. Although the various authors have not written so as to conform to any particular pattern, it -is the function of a textbook writer to identify such a pattern, if it exists, and pre sent the theory in that framework. Neuware -This book is an outgrowth of years of teaching and doing re search at the University of California, San Diego (UCSD), in the area of economic growth. Although there have been several books on this topic published in the last eight years, I have been dis satisfied with them for several reasons. First, books such as those by Wan, Burmeister and Dobell are uneven in their technical difficulty and, while they are excellent, are apparently difficult for first year graduate students and advanced undergraduates. Solow's expository book, on the other hand, is at the other ex treme. Furthermore, many of the books seem to be aimed at the authors' peers rather than the students. My primary objective in writing this book is to bridge this gap and to pitch, very appro priately I hope, at the level of a typical student enrolled in a beginning course in growth theory. Secondly, almost all the growth models in the literature can be recast in a single analyti cal framework. Although the various authors have not written so as to conform to any particular pattern, it -is the function of a textbook writer to identify such a pattern, if it exists, and pre sent the theory in that framework. Before it starts to develop, it is a small sheet of unconspicuous cells, which do not differ from other cells of the central nervous system. The chain of events which lead to the trans formation from this stage into that of highly specialized cells ready to fulfll a specific task, is usually called 'differentiation. ' Originally, this word indicated firstly the proc ess of divergence from other cells which were previously alike, and secondly, the change from an earlier stage of the same cello lt has become widespread practice to imply by the word 'differentiation' also the acquisition of specific properties and capacities which are characteristic of a mature, Le. , specifically active, cello Every cell is active at any stage of development, but certain activities are shared by most cells (e. g. , the activities of preparing and accomplishing proliferation, that of initiating development, that of maintaining a certain level of metabolism), while there are others which are shared by only a small number of - originally relate- cells. In most cases these latter activities are acquired by the fmal steps of cellular development, the terminal 'differentiation.
