Neuware - Philosophers writing on the subject of human action have found it tempting to introduce their subject by raising Wittgenstein's question, 'What is left over if you subtract the fact that my arm goes up from the fact that I raise my arm ' The presumption is that something of particular interest is… involved in an action of raising an arm that is not present in a mere bodily movement, and the philosopher's task is to specify just what this is. Unfortunately, such an approach does not take us very far, since a person could properly be said to raise his (or her) arm while asleep or hypnotized even though he (or she) would not be performing an action in the sense of 'action' with which philosophers are particularly concerned. To avoid this kind of difficulty I shall approach the subject of human action is a more academic way: I shall expound some important rival theories of human action, and introduce the relevant issues by commenting critically on those theories. One of the issues I eventually introduce is a metaphysical one. A theory of action makes sense, I contend, only on the assumption that there are such 'things' as actions (or events). After considering some key arguments bearing on the issue I conclude that, as matters currently stand in philosophy, a metaphysically noncommittal attitude toward actions and events seems justified.

The occasion was the 15th Biennial Seminar of the Canadian Mathematical Congress, entitled Mathematics and th…e Life Sciences. Participants in this inter disciplinary gathering included researchers and graduate students in mathematics, seven different areas of biological science, physics, chemistry and medical science. Geographically, those present came from the United States and the United Kingdom as well as from academic departments and government agencies scattered across Canada. In choosing this particular interdisciplinary topic the programme committee had two chief objectives. These were to promote Canadian research in mathematical problems of the life sciences, and to encourage co-operation and exchanges between mathematical scientists' biologists and medical re searchers. To accomplish these objective the committee assembled a stim ulating programme of lectures and talks. Six principal lecturers each delivered a series of five one-hour lectures in which various aspects of the interaction between mathematics and the life sciences were considered. In addition researchers working in the areas of health, population biology, physiology and development biology and disease processes were invited to give more than 25 hours of complementary talks. 400 pp. Englisch.

Yet, cancer researc…h is also natural science, and as such it yields the joys and sorrows of any science. The cancer problem is also a brain teaser, a challenge for the curious. This introductory report on experimental cancer research is there fore directed to curious students of many disciplines: naturally to medical students, but also to chemists and physicists who have an interest in biological phenomena; biology students will surely en counter pr9blems peculiar to their field in what is supposedly a medi cal one. We have attempted to write without assumptions to a certain degree, for a chemist is essentially in over his head in medicine, and a physician has only the slightest idea of the chemical problems im portant in cancer research. We had no intention of giving a complete view of the field, and from the large number of different lines of development we have chosen only a few. Chemotherapy, as an ex ample, has been treated quite cursorily, along with RNA tumor viruses, although it is possible that just these subjects are especially important for human tumors. Consequently, the credibility of the claims of reli…gion, which seem to be based on belief in revelation, tradition, authority and the like, have been considerably shaken. In the face of the serious threat provided by the ascendancy of modem scientific method ology, religious thinkers have adopted various defensive attitudes. Some have retreated into an extreme position where Theism is completely safe from any attack on it by the use of empirical methods of inquiry, maintaining that contrary to appearances, religion makes no factual claims whatsoever. To be religious, they say, is to subscribe to a certain value system; it is to adopt a set of practices and a given attitude to the meaning and purpose of life without making any assertions about this or that empirical feature of the universe. Others wishing to remain more faithful to what religion traditionally meant throughout the ages, agree that Theism does make factual claims but that these are so radically different from the kind of claims made by science that it is only right that they should be established by a separate method on its own. Consequently, the credibility of the claims…of religion, which seem to be based on belief in revelation, tradition, authority and the like, have been considerably shaken. In the face of the serious threat provided by the ascendancy of modem scientific method ology, religious thinkers have adopted various defensive attitudes. Some have retreated into an extreme position where Theism is completely safe from any attack on it by the use of empirical methods of inquiry, maintaining that contrary to appearances, religion makes no factual claims whatsoever. To be religious, they say, is to subscribe to a certain value system; it is to adopt a set of practices and a given attitude to the meaning and purpose of life without making any assertions about this or that empirical feature of the universe. Others wishing to remain more faithful to what religion traditionally meant throughout the ages, agree that Theism does make factual claims but that these are so radically different from the kind of claims made by science that it is only right that they should be established by a separate method on its own. This is the fourth volume of i…ts kind and it contains some of the scientific highlights of the Grenoble General Assembly. In order to reduce its size it was decided to publish its content in two separate parts. The part (I) contains the full texts of the In vited Discourses given by Prof. J.-C. Pecker and by Dr. C. Sagan, and an abstract of Dr. P. Morrison's paper, thus complying with his wish to forego publication of the full text of his Discourse. Furthermore it collects the proceedings of three Joint Discussions and one Joint Meeting all of which are related essentially to observations from space, to external galaxies and to cosmology. Part (n) contains the proceedings of the four Joint Discussions and one Joint Meeting related essentially to stars and the structure of our Galaxy. Clearly Volume 4 (parts I and TI) of the Highlights reflects only a part of the scientific activities which took place at the Grenoble General Assembly. It com prises e. g. such models like cash balance models, production smoothing models and pure inventory models. We shall here mainly be concerned with stochastic dynamic proble…ms and shall give exact definitions in the next section. Most of our work will concentrate on cash balance models. However, production smoothing situations and pure inventory problems will also be investigated. Since we are faced in principle with dynamic stochastic situa tions a dynamic programming approach would be appropriate. This approach, however, due to computational restraints, is limited to only but the simplest models. Therefore, in practice, one ruduces stochastics just in taking forecasts of demand and then treating the problem as a deterministic optimization problem. In addition one often introduces certain safety stocks to safeguard the system from possible forecasting errors. In general, this proce dure is suboptimal. However, there exists one particular situa tion when a separation in a forecasting procedure and a subse quent optimization of the remaining deterministic model is not suboptimal. This is known as the linear-quadratic model, i. e. a model having linear system equations and a quadratic cost crite rion. For this type of model H. A. Simon ~3J and later H. Theil [25J have shown that the above separation property holds.
