I got to know them during an assignment as Visiting Professor at the University of British Columbia at Vancouver, and I have shared to the full the distress that comes to all those who… have to watch people that they love affected by mental illness in one form or another. I have been an orientalist for only half my life; for the first half I was a biochemist, embryologist, and experimental morphologist. 'When I, a young man, was called to the bar' (as Gilbert & Sullivan have it), in other words, when in the early twenties I was starting life as a research biochemist, I was greatly attracted to the biochemistry of mental disease. I followed the lectures for the Diploma in Psychological Medicine, and worked at the Fulbourn Mental Hospital near Cambridge on the creatinine metabolism in catatonic patients suffering from what we used to call in those days dementia praecox. I published one paper (with T. J. McCarthy), but my hopes soon faded, and when I read an excellent review on the subject which covered much literature, and ended by saying that biochemists had grown tired of 'fishing in distilled water for the causes of mental disease,' I realised that I had better find something more worthwhile. Eggs and embryos were the answer, and very worthwhile they were.

It is my pleasure to learn that the Center for Academic Publications Japan and the Japan Scientific Societies Press have agreed to undertake the publication of a series 'Advances in Earth and Planetary Sciences' which should certainly become an important medium for conveying achievements of various meetings to the aca demic as well as non-academic scientific communities. It is planned to publish the series mostly on the basis of proceedings that appear in the Journal of Geomagnetism and Geoelectricity edited by the Society 'Of Terrestrial Magnetism and Electricity of Japan, the Journal of Physics of the Earth by the Seismological SOCiety of Japan and the Volcanological Society of Japan, and the Geochemical Journal by the Geochemical Society of Japan, although occasional volumes of the series will include independent proceedings. Selection of meetings, of which the proceedings will be included in the series, will be made by the Editorial Committee for which I have the honour to work as the General Editor.

Our aim in writing this work is to introduce the student and the research worker in chemical physics to the main aspects of the conceptual framework of rate processes in condensed media. There exists an extensive literature devoted to various rate processes in condensed media. Among recent works, the books of Levine and Jortner [1], Fong [m] and Ulstrup [n] should be mentioned. The existence of this literature enables us to concentrate on the major theoretical aspects, omitting description and presentation of experimental data. We tried to make our work self-contained. Almost all the information necessary for reading the book is included. References used in the work by no means cover the literature on the subject. 180 pp. Englisch.

These experiments (reviewed in Larsell and Jansen 1972) est…ablished that cerebellar corti cal afferents arise from widespread areas of the brain stem and spinal cord. Brain stem nuclei shown to provide input to the cerebellar cortex included the pontine nuclei, the medial and descending vestibular nuclei, vestibular cell group x, the lateral reticular nucleus, the perihypoglossal nuclei, the paramedian reticular nucleus, the inferior olive, and the external cuneate nucleus. In addition, the red nucleus and certain of the raphe nuclei were thought to send fibers to the intracerebellar nuclei, but not to the cortex. With the advent of the horseradish peroxidase (HRP) technique, new information on the distribution and organization of cerebellar cortical afferents has recently be come available. Thus Gould and Graybiel (1976) demonstrated that afferents to the cat cerebellar cortex arise from a previously undescribed lateral tegmental cell group at the level of the isthmus and from the intracerebellar nuclei, as well as from the classic precerebellar nuclei. Moreover, these studies showed that fibers from the vestibular nuclei, previously thought to be distributed only to the flocculonodular lobe and uvula, reach widespread areas of the cerebellar cortex. Experiments by other investi gators have established that the cerebellar cortex of the cat receives afferents from cer tain of the raphe nuclei (Shinnar et al. 1975; Taber Pierce et al. 104 pp. Englisch.

The occurrence of one…or two 'drug disasters', together with a change in public attitudes, has made it necessary for governments to introduce legislation to control the intro duction and release of new therapeutic agents, and most countries in the Western World have some form of drug licensing agency. Whole series of regulations have appeared which aim at discovering and defining the toxicity of new drugs. Many of these regulations rely heavily on testing drugs in animals before they are used in man, and at present very extensive and prolonged animal studies are required by most licensing authorities. It is most opportune that Professor Folb has decided to review the present position in this monograph. It is not only inhumane but also wasteful of time and money if extensive animal experiments which have little or no relevance to the human situation are carried out; furthermore, such results may even be dangerously misleading. This difficult problem for government statisticians and policy-makers is likely to become even more pressing in the… near future. The approach taken here is to estimate and compare the benefits and costs of alternative data programs. Since data are used in many ways, the benefits are hard to measure. The strategy I have adopted focuses on use of data to determine fund allocations, particularly in the General Revenue Sharing program. General Revenue Sharing is one of the largest allocation programs in the United States. That errors in population counts and other data cause sizable errors in allocation has been much publicized. Here we analyze whether the accuracy of the 1970 census of population and other data used by General Revenue Sharing should be improved. Of course it is too late to change the 1970 census program, but the method and techniques of analysis will apply to future data programs. In partic ular, benefit-cost analyses such as this are necessary for informed decisions about whether the expense of statistical programs is justi fied or not. For example, although a law authorizing a mid-decade census was enacted in 1976, there exists great doubt whether funds will be provided so a census can take place in 1985. (The President's Budget for 1981 allows no money for the mid-decade census, despite the Census Bureau's request for $1. 9 million for planning purposes. 308 pp. Englisch.

My reflections on justice, from 1944 to the present day, have given rise to various studies. The… ftrst of these was published in English as The Idea of Justice and the Problem of Argument (Routledge & Kegan Paul, London, 1963). The others, of which several are out of print or have never previously been published, are reunited in the present volume. As justice is, for me, the prime example of a 'confused notion', of a notion which, like many philosophical concepts, cannot be reduced to clarity without being distorted, one cannot treat it without recourse to the methods of reasoning analyzed by the new rhetoric. In actuality, these methods have long been put into practice by jurists. Legal reasoning is fertile ground for the study of argumentation: it is to the new rhetoric what mathematics is to formal logic and to the theory of demonstrative proof. It is important, then, that philosophers should not limit their methodologi cal studies to mathematics and the natural sciences. They must not neglect law in the search for practical reason.
