Such a system is able to retrieve multimedia resources from a digital library in a more efficient way than by browsing through an index, or by using a simple keyword search. It combines recent advances in multimedia informatio…n retrieval with aspects of human-machine interfaces. The user can enter his question in natural language. The premise is that more pertinent results would be retrieved if the search engine understood the sense of the user's query. The returned results are then logical consequences of an inference rather than of keyword matchings. An E-Librarian Service simulates a human librarian. Hence, it does not return the answer to the user's question, but it retrieves the most pertinent document(s), in which the user finds the answer to his question. Also, an E-Librarian Service always proposes a solution to the user, even if the system concludes that there is no exhaustive answer.

On 22nd January 1993, the Max Planck Institute organized a colloquium in honour of Hermann Mosler, on a topic which is of theoretical as weIl as practical interest: Interim Measures Indicated by International Courts. The participants of the colloquium were outstanding scholars and experts in the area of international dispute settlement. The present publication is based on the colloquium of January 1993. It contains four reports, namelyon the International Court of Justice (Thirl way), the Court of Justice of the European Communities (Jacobs), the Inter-American Court of Human Rights (Buergenthal) and the European Court of Human Rights (Bernhardt). In accordance with Moore's Law, the number of transistors on 6 Intel Pentium microprocessors has increased from 7.5 x10 in 1997 (Pentium II) to 6 55 x10 in 2002 (Pentium 4). Considering the rapid increase in the integration density, thermal management must be well designed to ensure proper functionality of these high-speed, high-power chips. Forced air convection has been traditionally used to remove the heat through a finned heat sink and fan module. 2 Currently, with 82 W power dissipation rate, approximately 62 W/cm heat flux, from a Pentium 4 processor with 3.06 GHz core frequency, the noise generated from high rotating speed fans is approaching the limit of acceptable level for humans. However, the power dissipation from a single cost-performance chip is 2 expected to exceed 100 W/cm by the year 2005, when the air cooling has to be replaced by new cooling technologies. Among alternative cooling methods, the two-phase microchannel heat sink is one of the most promising solutions. One of main themes of multiobjective optimization is how to incorporate value judgment of decision makers into decision s- port systems. There are two major issues in value judgment (1) multiplicity of value judgment and (2) dynamics of value judgment. The multiplicity of value judgment is treated as trade-o analysis in multiobjective optimi- tion. On the other hand, dynamics of value judgment is di cult to treat. However, it is natural that decision makers change their value judgment even in decision making process, because they obtain new information during the process. Therefore, decision support systems are to be robust against the change of value judgment of decision makers.
