Neuware -This is the first international conference aimed at bringing the distributed database and distributed AI (DAD experts together, from both academia and industry, in order to discuss the issues of the next generation of knowledge based s…ystems, namely Cooperating Knowledge Based Systems or CKBS for short. As the area of CKBS is new, we intended it to be an ideas conference - a conference where interesting new ideas, rather than results from completed projects, are explored, discussed, and debated. The conference was organised by the DAKE Centre. This is an interdisciplinary centre at the University of Keele for research and development in Data and Knowledge Engineering (DAKE). The Centre draws most of its strength from the Department of Computer Science which also provides administrative support for the activities of the Centre, although its membership is spread over several departments. The Centre has three main streams of research activities, namely: Large Knowledge Bases Software Engineering Neural Networks The Large Knowledge Base group, which provided the focus for this conference, is active in a number of research areas relating to data and knowledge bases, spanning from distributed databases to cooperations among data and knowledge bases. Some, like Ebbinghaus, saw it as a budding natural sci…ence, experimental and quantitative. Others, like Dilthey, regarded psychology in the main as a humane field of study, historical and interpretative in character. The dichotomy of 'explaining' versus 'understanding' has been a subject of debate ever since. Regrettably, most of the protagonists of these respec tive positions tend to view them as mutually exclusive, in spite of the fact that already Wundt had stressed that 'hard' experimental and 'soft' VOlkerpsychologie are both equally important. For the major part of the present century the field has been largely dominated by advocates of 'hard-nosed' scientific approaches, typified first by Behaviorism and, latterly, cognitive psychology which concen trates on central processes involved in cognition. Without in any way wishing to denigrate the undoubted achievements of cognitive psycholo gy, it has its limitations that are epitomized by T. H. Huxley's dictum 'The great end of life is not knowledge but action'. This might well serve as the motto for the action theory of Ernest Boesch, who is one of several prominent psychologists out of harmony with the prevailing ethos.
