It is a tribute to the group of scientists who started this workshop as the Pan American Workshop on Conden sed Matter Theories in 1977 and helped to develop it to a significant annual international workshop. Many scientists' efforts have contributed to this important development and it is impossible to name all of them. But at least three persons are to be singled out: Professors Manuel de Llano and Angel Plastino who conceived the idea of the annual workshop and carried it for ward, and Professor John W. Clark who has been the prime driving force be hind it in recent years. The Workshop started in 1977 in Sao Paolo, Brazil, as the first Pan American Workshop on Condensed Matter Theories with the idea of bringing together scientists from the Western Hemisphere working in many different areas of Condensed Matter Theories for the purpose of cross-fertilization of ideas used in different areas and fostering collaborations among them. The next five Workshops were held at Trieste, Italy, in 1978; in Buenos Aires, Argentina, in 1979; in Caracas, Venezuela, in 1980; in Mexico City, Mexico, in 1981; and in St. Louis, Missouri, U. S. Although the development of the subject is rigorous, experimental motivation is maintained throughout the text. Also, statistical and practical applications are given throughout. The core of the text consists of the unstarred sections, most of chapters 1-3 and 5-7. Included are finite probability spaces, com binatorics, set theory, independence and conditional probability, random variables, Chebyshev's theorem, the law of large numbers, the binomial distribution, the normal distribution and the normal approxi mation to the binomial distribution. The starred sections include limiting and infinite processes, a mathematical discussion of symmetry, and game theory. These sections are indicated with an\*, and are optional and sometimes more difficult. I have, in most places throughout the text, given decimal equivalents to fractional answers. Thus, while the mathematician finds the answer p = 17/143 satisfactory, the scientist is best appeased by the decimal approximation p = 0.119. The present book was written by E. G. Rozantsev, one of the pioneers in this field and a prominent specialist on stable radicals at the Division of Chemical and Biological Processes of the Institute of Chemical Physics, Academy of Sciences of the USSR. His numerous papers have contributed greatly to the present situation, wherein nitroxyl radicals have acquired unusually wide popularity, including the fields of biology, medicine, chemis try, physics, biophysics, and instrument construction. A clear illustration of the astonishingly vigorous development of this new field of chemistry can be given by the enormous flow of information on the synthesis and use of nitroxyl radicals. There is no doubt that this monograph, which in part generalizes the results of many workers studying these radicals, will be received with interest by specialists working in this field. The author has not attempted to give an exhaustive account of the material. His aim is to introduce the reader to this new field and to show the wide possibilities for using radicals in scientific experiment. When referring to the most important achievements of science and technology in the 20th Century, one usually mentions the splitting of the atom, the exploration of space, and computer engineering. Achievements in control theory seem less spectacular when viewed against this background, but the applications of control theory are playing an important role in the development of modern civilization, and there is every reason to believe that this role will be even more signifi cant in the future. Wherever there is active human participation, the problem arises of finding the best, or optimal, means of control. The demands of economics and technology have given birth to optimization problems which, in turn, have created new branches of mathematics. In the Forties, the investigation of problems of economics gave rise to a new branch of mathematical analysis called linear and convex program ming. At that time, problems of controlling flying vehicles and technolog ical processes of complex structures became important. A mathematical theory was formulated in the mid-Fifties known as optimal control theory. Here the maximum principle of L. S. Pontryagin played a pivotal role.
