Every decision, every action, even the refusal to either act or decide involves some element of risk. Perhaps, because we accept relatively low levels of risk in our daily activi ties, we tend to minimize the existence of risk and thereby fail to include risk assessment in those decisions and actions which could be improved through a risk assessment process. However, our casual approach to risk assessment seems to stem largely from the diffi culties inherent in measuring risk rather than from any lack of cognizance of the existence of risk. This conclusion is evidenced by the many statements in official documents relating to planning and evaluation which suggest that risk assessments should be con ducted but do not provide the mechanism for such assessments nor do they encourage their consideration in the decision making process. This conference on Risk/Benefit Analysis in Water Resources Planning and Management is notable because it attempts to identify and evaluate the mechanisms available for risk assessment which might be useful in water resources planning and management efforts. These proceedings bring together the thoughts of professional per sons who have struggled with the problems of risk assessment and who have contributed to the refinement of both theoretical and pragmatic solutions for the improvement of risk assessment processes.

Mathematical and statistical methods have played an important role in the development of this field and a large, and sophisticated, literature exists which is concerned with the theory of epidemiological processes in popu lations and the dynamics of epidemie and endemie disease phenomena. Much ofthis literature is, however, rather formal and abstract in character, and the field has tended to become rather detached from its empirical base. Relatively little of the literature, for example, deals with the practical issues which are of major concern to public health workers. Encouragingly, in recent years there are signs of an increased awareness amongst theoreticians of the need to confront predictions with observed epidemiological trends, and to pay elose attention to the biological details of the interaction between host and disease agent. Yet the genetical study of continuous variation has lagged far behind that of discontinuous variation. The reason for this situation is basically methodological. Mendel gave us not merely his principles of heredity, but also a method of experiment by which these principles could be tested over a wider range ofliving species, and extended into the elaborate genetical theory of today. The power of this tool is well attested by the speed with which genetics has grown. In less than fifty years, it has not only developed a theoretical structure which is unique in the biological sciences, but has established a union with nuclear cytology so close that the two have become virtually a single science offering us a new approach to problems so diverse as those of evolution, development, disease, cellular chemistry and human welfare. Much of this progress would have been impossible and all would have been slower without the Mendelian method of recognizing and using unit differences in the genetic materials. These great achievements should not, however, blind us to the limitations inherent in the method itself.
