Neuware - This book contains selected papers from the ONR Workshop on Parallel Algorithm Design and Program Transformation that took place at New York University, Courant Institute, from Aug. 30 to Sept. 1, 1991. The aim of the workshop was to bring together computer scientists in transformational programm…ing and parallel algorithm design in order to encourage a sharing of ideas that might benefit both communities. It was hoped that exposurt: to algorithm design methods developed within the algorithm community would stimulate progress in software development for parallel architectures within the transformational community. It was also hoped that exposure to syntax directed methods and pragmatic programming concerns developed within the transformational community would encourage more realistic theoretical models of parallel architectures and more systematic and algebraic approaches to parallel algorithm design within the algorithm community. The workshop Organizers were Robert Paige, John Reif, and Ralph Wachter. The workshop was sponsored by the Office of Naval Research under grant number N00014-90-J-1421. There were 44 attendees, 28 presentations, and 5 system demonstrations. All attendees were invited to submit a paper for publication in the book. Each submitted paper was refereed by participants from the Workshop. The final decision on publication was made by the editors. There were several motivations for holding the workshop and for publishing papers contributed by its participants. Transformational programming and parallel computation are two emerging fields that may ultimately depend on each other for success.

The field of analog integrated circuit design is undergoing rapid evolution. The pervasiveness of digital processing has considerably m…odified the micro-system architectures: the analog part of complex mixed systems is more and more pushed at the boundary limits of the processing chain. Moreover, the increased performance of digital circuits, in terms of accuracy and speed, are making the specification requirements of analog circuits very strict. In addition to this, the technology, supply voltage and power consumption of analog circuits must be compatible with those, typical for digital circuits. Therefore, in a few words, analog circuits are becoming complex and specialised interfaces between the real world and digital signal processing domains. This technological evolution should be accompanied by an equivalently fast evolution in designer competencies. Knowledge of complicated signal handling should be quickly replaced by know-how of simple but very accurate and very fast signal processing and a solid background in data conversion techniques. All of this through the use of the CMOS (and possibly BiCMOS) technology.

Monostrategy learning systems can be very effective and useful if learning problems to which they are applied are sufficiently narrowly defined. Many real-world applications, however, pose learning problems that go beyond the capability of monostrategy learning methods. In view of this, recent years have witnessed a growing interest in developing multistrategy systems, which integrate two or more inference types and/or paradigms within one learning system. Such multistrategy systems take advantage of the complementarity of different inference types or representational mechanisms. Therefore, they have a potential to be more versatile and more powerful than monostrategy systems. On the other hand, due to their greater complexity, their development is significantly more difficult and represents a new great challenge to the machine learning community. Multistrategy Learning contains contributions characteristic of the current research in this area.

Neuware - As the complexity and the density of VLSI chips increase with shrinking design rules, the evaluation of long-term reliability of MOS VLSI circuits is becoming an important problem. The assessment and improvement of reliability on the circuit level should be based on both the failure mode analysis… and the basic understanding of the physical failure mechanisms observed in integrated circuits. Hot-carrier induced degrada tion of MOS transistor characteristics is one of the primary mechanisms affecting the long-term reliability of MOS VLSI circuits. It is likely to become even more important in future generation chips, since the down ward scaling of transistor dimensions without proportional scaling of the operating voltage aggravates this problem. A thorough understanding of the physical mechanisms leading to hot-carrier related degradation of MOS transistors is a prerequisite for accurate circuit reliability evaluation. It is also being recognized that important reliability concerns other than the post-manufacture reliability qualification need to be addressed rigorously early in the design phase. The development and use of accurate reliability simulation tools are therefore crucial for early assessment and improvement of circuit reliability : Once the long-term reliability of the circuit is estimated through simulation, the results can be compared with predetermined reliability specifications or limits. If the predicted reliability does not satisfy the requirements, appropriate design modifications may be carried out to improve the resistance of the devices to degradation.

In a sense, this book grew out of two questions: Why hasn't the United States had a second revolution Or is the revolution yet to come Many have discussed the current crises that confront contemporary society, such as great economic inequalities, poverty, the declining quality of jobs, the growing power of corporate elites, and racial antago nisms. I attempt to understand these problems in terms of the radical restructuring of social life by economic and spatial forces. My specula tive thesis is that social organizations must reinforce social contracts and nurture the opportunities for them to be forged. However, contemporary organizations, particularly economic ones, have internalized the princi ples of economic markets, thereby inducing competition and easing out cooperation. In defining social contracts, I draw from Rousseau and also from Marx and his analysis of use value. One hopes that new organiza tional forms based on principles of democracy and community will evolve. Therefore, the United Nat…ions and the Heads of State of almost all the world's countries represented at the Summit for Children in 1990 adopted resolutions to eradicate the disorders induced by iodine deficiency (IDD) by the year 2000. For geological and socio-economic reasons, most of the populations affected by iodine deficiency disorders live in isolated and usually mountainous areas, in pre industrialized parts ofthe world. The problem of iodine deficiency in Europe has been greatly underestimated in the last decades. After the remarkable studies on the effects of iodine deficiency and their prevention and correction in Switzerland, IDD was generally considered no longer a significant public health problem in Europe. However, surveys carried out in the early 1980's under the auspices of the European Thyroid Association, clearly demonstrated the persistence of moderately or even severely affected areas. These surveys also highlighted the lack ofinformation about large parts ofEurope, especially its eastern part. It is only quite recently, following major changes in international relations and thanks to the support of UNICEF, WHO, the International Council for the Control of Iodine Deficiency Disorders and the European Thyroid Association, that more extensive surveys have been conducted in several parts of Europe hitherto almost unexplored.
