A major difficulty encountered in the preparation of these volumes apart from working up to three years in advance of publication-is elic iting appropriate commentary. If this format is to succeed, the com mentary must be both engaging to the reader and satisfying to the author. It is not yet clear how successful we have been in this regard and, indeed, we do not feel bound to publish commentary with each manuscript that is accepted for publication. Nevertheless, we do invite readers' commentaries on published materials. The contributions by Jan Smedslund and Benjamin Wolman in this volume have been through an inordinately long publication lag. We have been in receipt of both manuscripts since early in 1981 and Dr. Smedslund, especially, has since clarified and advanced his views else where in print. K. B. Madsen and Joseph Rychlak submitted their man uscripts in the fall of 1981 while Michael Hyland and J. Philippe Rushton had first drafts of their manuscripts accepted for publication in the fall of 1982. We are grateful to our contributors for their expressed com mitment to the Annals and assure potential contributors that the delay in publication is a mere matter of getting the series off the ground. 394 pp. Englisch.

Our immediate objective was to prepare a set of case studies that examined bargaining and negotiation as they occurred between government, environmental advocates, and regulatees throughout the traditional regulatory process. The project was part of a larger effort by the EPA to make environmental regulation more efficient and less litigious. The principal investigator for the research effort was Lawrence Sus skind of the Department of Urban Studies and Planning. Eight case studies were prepared under the joint supervision of Susskind and the authors of this book. Studying the negotiating behavior of parties as we worked our way through an environmental dispute proved enlightening. We observed missed oppor tunities for settlement, negotiating tactics that backfired, and strategies that ap peared to be grounded more in intuition than in thoughtful analysis. At the same time, however, we were struck by how often the parties ultimately managed to muddle through. People negotiated not out of some idealistic commitment to consensus but because they thought it better served their own interests. When some negotiations reached an impasse, people improvised mediation. These disputants succeeded in spite of legal and institutional barriers, even though few of them had a sophisticated understanding of negotiation. 392 pp. Englisch.

Everyone is for it, without having to campaign actively on its behalf. And just as the 100% of people who have had mothers think they know how mothering could be done better, so the (nearly) 100% of people who have been pupils in schools, or have even taught in or managed them, think they know how schools can be im proved. More precisely, they are sure that schools ought to be improved. The trouble is that they propose a staggering, conflicting range of methods of improving the schools, from ;'back to the woodshed' to teacher merit pay, a stiffer curriculum, a stronger tax base, reorganization, a more humane climate, 'teacher-proof' innovations, community involvement-the list is nearly end less. Furthermore, the issues are not merely technical, but normative and po litical. The term improvement is itself problematic. One person's version of improvement is another's version of wastefulness or even of worsening the schools. Furthermore, the versions that win out in any particular school are not Improvement sometimes turns out to be merely a necessarily technically 'best. ' code word for the directives that administrators have successfully put into place, or for the agreements that teachers have lobbied into being. The present goal is proper guidance and the provision ofthe most frequently required facts, not everything that is available. In the 13 years since the last edition, changes in the finishing industry have been profound but in one sense have resulted in simplifying matters rather than complicating them. Because technology has advanced to a level of complexity rendering 'home brew' impracti cal in many cases, dependence on proprietary compounds has become common. Therefore, detailed solution compositions are often no longer significant or even practical.
