On and off I returned to my work on the role of the state in the economy and the international oil market, but for a long time I was not satisfied with the shape it was in. I understand now that I needed the insights developed over the past couple of years on the role of the state, regulation, liberalization, privatization, and the recent events in the international oil industry to bring all my ideas together in a more coherent format. It was the events that followed the Asian financial crisis that drew me back to finish writing this book. The early beginnings of this book were developed at the Institute of International Affairs, Chatham I-louse, in London, where I was a research fellow with the Energy and Environment Programme in 1992 and 1993. At the Colorado School of Mines, I had the opportunity to test my ideas in a graduate class, and continue the research. 186 pp. Englisch.

DEVELOPMENTS IN PUBLIC CHOICE THEORY Economists have historically sought to develop policies to improve social welfare by correcting perceived market failures due to monopoly power, externalities, and other departures from the textbook case of the purely competitive model. An underlying assumption is that the public sector, upon recognizing the market failure, will act to correct it. Applied work often develops the conditions under which these policies will be optimal. The public choice movement has questioned the false dichotomy established by welfare economists. Economists of all persuasions assume traditional private market actors, such as entrepreneurs, managers, and consumers, are self-interested rational maximizers. This growth in E-911 calls led to a 1996 FCC ruling requiring that all cellular, PCS, and SMR l…icensees provide location information for the support of E-911 safety services. The provision of such location information is to be implemented in two phases. Phase I, whose deadline has already been passed, requires that wireless carriers relay the caller's telephone number along with location of the cell site and/or sector se- ing the call, to a designated Public Safety Answering Point (PSAP). This information allows the PSAP to return the call if disconnected. Phase II, to be completed by October 1, 2001, is much more stringent and requires that the location of an E-911 caller be determined and reported with an rms location accuracy of 125 m in 67% of the cases. The applications of wireless location technology extend well beyond E-911 services. Location information can be used by cellular telephone operators themselves for more effective management of their radio - sources, so as to achieve greater spectral efficiencies. Resource m- agement algorithms such as hand-offs between cell sites, channel assi- ments, and others can all benefit from subscriber location information. Location information obtained from vehicular based cellular telephones can be used as an input to Intelligent Transportation Systems (ITS), and in particular traffic management and traveler information systems. 210 pp. Englisch.

Called the 3M, which stands for `Meta-theoretic Model of… Motivation', this theory seeks to account for how personality traits interact with the situation to influence consumer attitudes and actions. The book proposes that multiple personality traits combine to form a motivational network that acts to influence behavior. Mowen argues that in order to understand the causes of enduring behavioral tendencies, one must identify the more abstract traits underlying surface behaviors. In constructing the 3M model, the author reports data from fifteen empirical studies employing over 3500 respondents. In this hierarchical model, four types of personality traits are identified: elemental, compound, situational, and surface traits. Eight elemental traits are proposed as forming the underlying dimensions of personality. Consistent with control theory, the research reveals that the elemental traits combine to form compound traits, such as self-efficacy, task orientation, playfulness, and competitiveness. These elemental and compound traits combine with situational influences to cause enduring behavioral tendencies within general situational contexts. Examples of situational traits investigated include impulsive buying, value consciousness, sports interest, and health motivation. In the 3M model the elemental, compound, and situational traits combine to yield surface traits, which are enduring dispositions to act in specific behavioral contexts. Five surface traits are empirically investigated in the book: compulsive buying, sports participation, healthy diet lifestyles, proneness to bargaining, and a tendency to frugality. Across these five studies, the empirical results reveal that the 3M model accounts for over 44% of the variance in the surface trait measures. By presenting a new meta-theory of motivation and personality that is testable, Mowen's 3M model accounts for high levels of variance in consumer behavior. By integrating the work of selected past and current theorists into a comprehensible whole, the 3M model provides coherence in a field currently dominated by conflicting ideas, theories, and approaches. The book provides evidence that by understanding the individual dispositions that underlie consumer behavior, public policy officials and marketing specialists can develop better communication programs to influence and persuade their target audiences. The study is an exercise in compar…ative simulation. That is, the same family of growth models will be simulated under different assumptions about the nature of the learning process and details of the production and growth processes. The purpose of this procedure is to establish a relationship between the assumptions and the simulation results. The study brings together a number of theoretical and technical developments, only some of which may be familiar to any particular reader. In this first chapter, some issues in economic growth are reviewed and the objectives of the study are outlined. In the second chapter, the simulation techniques are introduced and illustrated with baseline simulations of boundedly rational learning processes that do not involve the complications of dealing with long-run economic growth. The third chapter sketches the consensus modern theory of economic growth which is the starting point for further study. In the fourth chapter, a family of steady growth models are simulated, bringing the simulation, growth and learning aspects of the study together. In subsequent chapters, variants on the growth model are explored in a similar way. The ninth chapter introduces trade, with a spacial trading model that is combined with the growth model in the tenth chapter. Large quantities of existing nuclear waste must be treated to en…capsulate the radioactivity in a form suitable for disposal. The treatment of this waste, due to its extreme diversity, presents tremendous engineering and scientific challenges. Geologic isolation of transuranic waste is the approach currently proposed by all nuclear countries for its final disposal. To be successful in this endeavor, it is necessary to understand the behavior of plutonium and the other actinides in relevant environmental media. Conceptual models for stored high level waste and waste repository systems present many sCientific difficulties due to their complexity and non-ideality. For example, much of the high level nuclear waste in the US is stored as alkaline concentrated electrolyte materials, where the chemistry of the actinides under such conditions is not well understood. This lack of understanding limits the successful separation and treatment of these wastes. Also, countries such as the US and Germany plan to dispose of actinide bearing wastes in geologic salt deposits. In this case, understanding the speciation and transport properties of actinides in brines is critical for confidence in repository performance and risk assessment activities. Many deep groundwaters underlying existing contaminated sites are also high in ionic strength. Until recently, the scientific basis for describing actinide chemistry in such systems was extremely limited. 292 pp. Englisch.

This being so,… I feel that it is desirable to introduce the series by providing a little of the history of the events which culminated in the decision to produce such a series. I also wish to indicate the boundaries of the group 'The Lactic Acid Bacteria' as I have defined them for the present purposes, and to outline my hopes for future topics in the series. Historical background lowe my interest in the lactic acid bacteria (LAB) to the late Dr Cyril Rainbow, who introduced me to their fascinating world when he offered me a place with him to work for a PhD on the carbohydrate metabolism of some lactic rods isolated from English beer breweries by himself and others, notably Dr Dora Kulka. He was particularly interested in their preference for maltose over glucose as a source of carbohydrate for growth, expressed in most cases as a more rapid growth on the disaccharide; but one isolate would grow only on maltose. Eventually we showed that maltose was being utilised by 'direct fermentation' as the older texts called it, specifically by the phosphorolysis which had first been demonstrated for maltose by Doudoroff and his associates in their work on maltose metabolism by a strain of Neisseria meningitidis. 416 pp. Englisch.
