Indeed, since 1989 the relationship between the EU and the economies in transition has been ebbing and flowing with the evolution of two main strands of policy stances in the EU. One has been deep skepticism about bringing these countries into the Union at all in any foreseeable future. This in spite of the fact that, after long hesitation, in mid 1993 the EU Member States committed themselves eventually to explore accession with selected transition economies, as well as Cyprus and Malta. The other has been their evolving attitude toward their own integration endeavors. Hence the dilemmas, in the EU's parlance, of the 'deepening versus widening' conundrum. That indeed constitutes the paramount issue addressed in the present investigation.

First, video compression standards, MPEG and H.261/H….263, are described. They both use asymmetric compression algorithms, based on motion estimation. Their encoders are much more complex than decoders. The XYZ technique uses a symmetric algorithm, based on the Three-Dimensional Discrete Cosine Transform (3D-DCT). 3D-DCT was originally suggested for compression about twenty years ago; however, at that time the computational complexity of the algorithm was too high, it required large buffer memory, and was not as effective as motion estimation. We have resurrected the 3D-DCT-based video compression algorithm by developing several enhancements to the original algorithm. These enhancements make the algorithm feasible for real-time video compression in applications such as video-on-demand, interactive multimedia, and videoconferencing. The demonstrated results, presented in this book, suggest that the XYZ video compression technique is not only a fast algorithm, but also provides superior compression ratios and high quality of the video compared to existing standard techniques, such as MPEG and H.261/H.263. The elegance of the XYZ technique is in its simplicity, which leads to inexpensive VLSI implementation of any XYZ codec. Real-Time Video Compression: Techniques and Algorithms can be used as a text for graduate students and researchers working in the area of real-time video compression. Wilson's Sociobiology: The New Synthesis and Richard Dawkins' The Selfish Gene, spelt out and developed the implic…ations of ideas that had been quietly revolutionizing biology for some time. The discussion then turns to flows at low Reynolds numbers, including effects due to phase changes or to large radial inertia. Flows at intermediate and high Reynolds numbers are treated from a numerical perspective, with reference to experimental results. The next chapter considers the effects of solid walls on fluid particles, treating both the statics and dynamics of the particle-wall interaction and the effects of phase changes at a solid wall. It is argued that the consensus of political theorists converges on mutual advantage as the main criterion of acceptable solutions to solving socie tal problems. In economics, self-interest is considered the driving force and provides the criterion of acceptable solutions. Sociological and social psychological exchange theories share these basic assumptions. Thus, questions are raised and answered concerning how justice and these other important motives appear in the analyses of societal prob lems and the search for solutions. Moreover, in addition to the issue of conflicting motives-self interest, altruism, justice-it is commonly recognized that the definition of what is just and what is unjust is open to question. The aim of the symposium was to stress the importance of the global role of microorganisms in developing and maintaining biodiversity. Twenty-four speakers from seven countries presented papers in the symposium and in the workshop, 'Microbial Diversity and Cycling of Bioelements,' that followed the symposium. Papers presented at the symposium are published in this proceedings. Discussions of the workshop, which were energetic and enthusiastic, are also summarized in this proceedings. The symposium provided an opportunity to address the role of microorganisms in global cycles and as the basic support ofbiodiversity on the planet. Previously unrecognized as both contributing to and sustaining biodiversity, microorganisms are now considered to be primary elements of, and a driving force in, biodiversity. Since true in vivo experiments are simple to perform, samples can be directly seen and there is always the possibility of manipulating the samples during the experiments; it is an ideal technique for biology and medicine. Images are obtained by a classical (now called wide-field) fluorescence microscope, a confocal scanning microscope, upright or inverted, with epifluorescence or transmission. Computerized image processing may improve definition, and remove glare and scattered light signal. It also makes it possible to compute ratio images (ratio imaging both in excitation and in emission) or lifetime imaging. Image analysis programs may supply a great deal of additional data of various types, starting with calculations of the number of fluorescent objects, their shapes, brightness, etc. Fluorescence microscopy data may be complemented by classical measurement in the cuvette yr by flow cytometry. 324 pp. Englisch.
