We would do everyth…ing useful to prevent the further spread of the virus that has already claimed hundreds of thousands of lives in the United States and millions of lives worldwide. Unfortunately, funding for HIV prevention programs is limited. Even though the amount of available funding may seem quite large (especially in the United States), it is still fixed and not sufficient to meet all needs for such programs. This was very well illustrated in the summer of 1997 when over 500 community-based organizations applied for a combined total of $18 million of HIV prevention funding from the U.S. Centers for Disease Control and Prevention (CDC). Less than one-fifth ofthese organizations received support via this funding mechanism. Hence, although $18 million may seem like a large amount of money at first blush, it is not enough to meet all of the prevention needs that could be addressed by these community-based organizations.

The major challenges on the physical and link layers in these networks include radio design, interference management, resource allocation and multiaccess protocol. Several papers on these issues are presented here. As the availability of radio spectrum is limited, there is always a desire to ''maximize'' the spectral efficiency, for example, by diligent (and perhaps dynamic) re-use of frequency and cell layout, while guaranteeing a certain quality of service (QoS). A number of papers at this workshop address these topics.

The ability… of dealing with the evolutionary nature of software is one of main merits of object-oriented data abstraction and inheritance. Object-orientation allows to organize software in a structured way by separating the description of different kinds of an abstract data type into different classes and loosely connecting them by the inheritance hierarchy. Due to this separation, the soft ware becomes free of conditional logics previously needed for distinguishing between different kinds of abstractions and can thus more easily be incremen tally extended to support new kinds of abstractions. In other words, classes and inheritance are means to properly model variations of behavior related to the existence of different kinds of an abstract data type. The support for extensi bility and reuse with respect to such kind-specific behavior variations is among the main reasons for the increasing popularity of object-oriented programming in the last two decades. However, this popularity does not prevent us from questioning the real effec tiveness of current object-oriented techniques in supporting incremental vari ations. In fact, this popularity makes a critical investigation of the variations that can actually be performed incrementally even more important.

Over the intervening decades, a complete characterization of the renin-angiotensin system (RAS) has been achieved, and our understanding of its bioch…emistry and physiology has led to the directed development of agents such as ACE inhibitors and receptor antagonists capable of controlling hypertension. More recently, it was shown that angiotensin II is secreted within certain tissues and that these tissue-specific systems operate independently of the systemic RAS. The novel concept that angiotensin II regulates a number of cardiovascular processes that are unrelated to blood pressure has renewed the interest of both basic and clinical scientists in angiotensin II. The association between angiotensin II and cardiac growth, in particular, has indicated that therapies currently in use for hypertension may have direct application to the treatment of heart failure. The Manitoba Cardiovascular Forum on Angiotensin Receptor Blockade in Winnipeg was convened October 18-20, 1996 to examine the clinical and basic aspects of angiotensin receptor biology as they apply to hypertension and heart failure. In addition, the potential treatment of these conditions using specific angio tensin receptor antagonists was addressed within the context of their immediate therapeutic application and future potential.

These challenges, coupled with the call from industry for a systems-engineering oriented approach to policy analysis, motivated Delft University of Technology to launch the first European School of Systems Engineering, Policy Analysis. and Management (SEPA). The purpose was to educate engineering oriented policy analysts in bridging the gap between engineering systems and policy decision making processes, both for the public and private sector. Up to now, more than 500 first-year students and 30 Ph.D. students have enrolled in the program. Neural net works are inspired by the brain behavior and consist of one or several layers of neurons, or c…omputing units, connected by links. Each artificial neuron receives an input value from the input layer or the neurons in the previ ous layer. Then it computes a scalar output from a linear combination of the received inputs using a given scalar function (the activation function), which is assumed the same for all neurons. One of the main properties of neural networks is their ability to learn from data. There are two types of learning: structural and parametric. Structural learning consists of learning the topology of the network, that is, the number of layers, the number of neurons in each layer, and what neurons are connected. This process is done by trial and error until a good fit to the data is obtained. Parametric learning consists of learning the weight values for a given topology of the network. Since the neural functions are given, this learning process is achieved by estimating the connection weights based on the given information. To this aim, an error function is minimized using several well known learning methods, such as the backpropagation algorithm. With his first demographic papers in 1907 and 1911 (the latter co authored with F. R. Since his time, the field has moved in several directions he did not foresee, but in the main it is still his. Despite Latka's stature, however, the reader still needs to hunt through the old journals to locate his principal works. As yet no exten sive collections of his papers are in print, and for his part he never as sembled his contributions into a single volume in English. He did so in French, in the two part Theorie Analytique des Associations Biologiques (1934, 1939). Drawing on his Elements of Physical Biology (1925) and most of his mathematical papers, Latka offered French readers insights into his biological thought and a concise and mathematically accessible summary of what he called recent contributions in demographic analy sis.
