This symposium was the twenty-fourth in an…annual series sponsored by the Research Laboratories. Initi ated in 1957, these symposia have as their objective the promotion of the interchange ofknowledge among specialists from many allied disciplines in rapidly developing or changing areas ofscience or technology. Attendees characteristically represent the academic, government, and industrial institutions that are noted for their ongoing activities in the particular area of interest. The objective of this symposium was to develop a balanced view of the current status of societal risk assessment's role in the public policy process and then to establish, if possible, future directions of research. Accordingly, the symposium was structured in two dimensions; certainty versus uncertainty and the subjective versus the objective. Furthermore, people representing extremely diverse discip lines concerned with the perception, quantification, and abatement of risks were brought together to provide an environment that stimulated the exchange of ideas and experiences. The keys to this exchange were the invited papers, arranged into four symposium sessions. These papers appear in this volume in the order of their presentation. These two… forms, called ball lightning and bead lightning, have visual images that differ from the linear image associated with normallightning. The terms 'balliightning' and 'bead lightning' are used to denote atmospheric luminous forms which are occasionally observed and have the geometrie shape suggested by their name. Vet, it is possible that neither phenomenon may in fact be a form of lightning in the sense of a continuous electrical discharge. Bead lightning has been described as the residue of a cloud-to cloud or cloud-to-ground lightning stroke and has the appearance of aseries of luminous balls separated by dark regions, thus resembling astring of pearls, and remains visible for about one second. Ball lightning has been described as a single luminous globe appearing ne ar the ground after a lightning stroke and also remaining visible for about one second. Both phenomena remain visible far longer than normal lightning flashes. 312 pp. Englisch.

There are probably many reasons why people discover or develop a view of their environment in which events occur for good, understandable reasons. One explanation is simply that this view of reality is a direct reflection of the way both the human mind and the environment are constructed. Constancies, patterns which actually do exist in the environment-out there-are perceived, represented symbolically, and retained in the mind. This approach cenainly has some validity, and would probably suffice, if it were not for thatsense of 'appropriateness,' the pervasive affective com ponent in human experience. People have emotions and feelings, and these are especially apparent in their expectations about their world: their hopes, fears, disappointments, disillusionment, surprise, confidence, trust, despondency, anticipation-and certainly their sense of right, wrong, good, bad, ought, en titled, fair, deserving, just. 232 pp. Englisch.
