In the broadest sense, it seeks to understand how bureaucrats try to resolve two often conflicting goals of regulatory justice: e…quity (treating like cases alike on the basis of rules) and respon siveness (making exceptions for persons whose needs require that rules be stretched). It analyzes the extent to which such factors as bureaucratic norms, the task orientation of workers, third-party pressure, and outside intervention affect staff members' use of discretion. Many of the rules under consideration were intended by federal officials to achieve such programmatic objectives as racial desegregation and housing for the neediest; in this regard, the study is also an examination of federal-local relationships. Finally, the study examines how the use of discretion changes over time as an agency's mission shifts and reforms are attempted. This book is directed at the audience of administrators of programs who offer services to the public and struggle with how to allocate them. The book is also intended for those concerned with housing policy, partic ularly the difficult problems of whom to house. The same period witnessed a proliferation of social welfare programs, elements of which were sometimes commingled with demand management and pay policies in trilateral bargaining processes involving gov ernments, unions, and employers. In the wake of such subsequent develop ments as the oil price shocks, sharply intensified international competition, and slowing of growth rates in productivity, however, governments resorted more frequently to deflationist macroeconomic policies and also to policies aimed directly at increasing IIflexibility' in wage determination and the de ployment of labor by the firm. It is a major theme of this very interesting book that these labor market policies have not been demonstrably (or at least sufficiently) effective in com bating the high rates of unemployment which have been prevalent in most of the countries of Western Europe since the late 1970s. This theme emerges from the chapters on labor market developments and policies in six countries of Western Europe, the United States, and Hungary (a welcome addition to this type of scholarship), as well as another set of chapters'devoted to specific policy areas. In 1976, when I submitted to the Committee on the Challenges of Modern Society the draft of this pilot study, the use of remote sensing in the area covered by the project was still at the experimental research stage. Two years later, the Amoco Cadiz disaster occurring on the Brittany Coast gave ~he opportunity to demonstrate the important role that remote sensing could play in the fight against major oil spills. At the same time, many countries engaged in the fight against the deliberate discharge of oil from ships became aware of the po tential of remote sensing to help combat this type of illegal activity. Compiling this volume has afforded me the opportunity to re-read the papers that were presented at the workshops in Washington, D.C. and Paris, which were held April 1979 and October 1982, respectively. Not only is the material still of current interest, but also some recommendations expressed by the experts have already received international recognition. The technical program consisted of 48 papers by 91 authors from twelve countries. The program was divided into six sessions, and Dr. Hartley delivered the Concluding Remarks. Subsequently, six more papers were contributed for the proceedings volumes with the result that these volumes contain Sl papers (three papers are not included for certain reasons) and are divided into seven parts. The first three parts are embodied in Volume I and the remaining four parts constitute Volume 2; each part is followed by a Discussion Section. Dr. Hartley's Concluding Remarks are in cluded in both volumes. When the idea of arranging a symposium on micelles was broached to me, I accepted it without an iota of hesitation. I had two op tions: either to make it a one- or two-sessions symposium, or bring together the global community actively carrying out research in this area. I opted for the latter as the subject was very timely and I knew that it would elicit very enthusiastic response. Much of the reported research is still in the form of technical… reports, theses and conference papers, and only a small part has already appeared in the formal scientific journal literature. Fairness is one of those concepts that can intuitively be explained very brieft.y, but bear a lot of consequences, both in theory and the practicality of programming languages. Scientists have traditionally been attracted to studying such concepts. However, a rigorous study of the concept needs a lot of detailed development, evoking much machinery of both mathemat ics and computer science. I am fully aware of the fact that this field of research still lacks matu rity, as does the whole subject of theoretical studies of concurrency and nondeterminism. This study examined the effects of burial in soil on the biodeterioration of synthetic textile fibers such as cellulose acetate, nylon…, polyesters and acrylics. Cellulose acetate fibers began to show signs of decomposition within two months after burial in common garden topsoil and were completely degraded within four to nine months. It was found that severely decomposed cellulose acetate fibers could be identified by pyrolysis-gas liquid chromatography even when other methods such as polarized light microscopy and dispersion staining failed. The solubility behavior of the cellulose acetate fibers also was altered. The other types of fibers showed no detectable alteration at the end of the twelve-month study. The a…uthors want to dedicate this book to the honour of the great pioneer of electrophysics. Recent statistical mechanics is mainly restricted to systems of neutral particles. Except for a few monographs and survey articles (see, e. g., IOHIMARU, 1973, 1982; KUDRIN, 1974; KLIMONTOVIOH, 1975; EBELING, KRAEFT and KREMP, 1976, 1979; KALMAN and CARINI, 1978; BAUS and HANSEN, 1980; GILL, 1981, VELO and WIGHT MAN, 1981; MATSUBARA, 1982) the extended material on charged particle systems, which is now available thanks to the efforts of many workers in statistical mechanics, is widely dispersed in many original articles. It is the aim of this monograph to represent at least some part of the known results on charged particle systems from a unified point of view. Here the method of Green's functions turns out to be a powerful method especially to overcome the difficulties connected with the statistical physics of charged particle systems; some of them are . mentioned in the introduction. Blood was essential for rites of purification and consecration. But the flow of blood during menstruation or parturition rendered a woman unclean. The circumcision of a male child required 33 days of 'blood purification' by the mother. ' Circumcision, the visible reminder of the covenant of Abraham lijith Yahweh, was required of newborn Jewish males. It 'connote(d) suitability for participation in what God is doing. Dalder of Lawrence Livermore Laboratories was ICMC Structural Program Chairman; D. C. Larbalestier of the University of Wisconsin- Madison, and D. K. Finnemore of Iowa State University were Superconducting Materials Program Chairmen. Local arrangments were expertly coordinated by R. E. Tatro of General Dynamics--San Diego. The p…roposal to call a meeting of experts on Waste Heat and Nutrient-Loaded Efflu ents in Aquaculture came from Dr. Ole Devik. His proposal was accepted and sponsored by the Special Program Panel on Eco-Sciences, a subsidiary body of the NATO Science Committee. NATO has extensive programs in the scientific and environmental fields, and I would like to take this opportunity to give you a short outline of these programs. Collaboration and consultation between member countries of the Alliance have been of major concern to the North Atlantic Treaty Organization ever since it was established. In the mid-fifties a serious attempt was made to imple ment the collaboration in nonmilitary fields, and a report\* from a committee of foreign ministers-Lester B. Pearson (Canada), Gaetano Martino (Italy), and Halvard Lange (Norway)-named scientific and technological cooperation as especially important. As a consequence of this report, a position as science adviser to the secretary-general of NATO (later changed to Assistant Secretary General for Scientific and Environmental Affairs) and a science committee composed of one highly qualified scientist from each of the member countries of the Alliance was established in 1958. 340 pp. Englisch.

In an after-dinner speech, Massey recalled personal reminiscences and historical events with regard to atomic collision physics, to which he had contributed by initiating pioneering work and by stimulating and surveying this branch of physics over a period of almost six decades. Participants in the Maratea School will always remember Harrie Massey as a charming and wonderful person who was most pleased to discuss with everyone--students, postdoctorals, and senior scientists--any topic in atomic collision physics. Harrie Massey was a member of the Scientific Advisory Committee of the 1984 Santa Flavia School. Before his death he expressed his interest in attending this second School devoted to the presentation of recent developments and highlights in atomic collision physics. The University of Wisconsin continues to graduate a large number of Chinese students. Economic conditions in the 1930s were very precarious for the United States and other parts of the world. Many of us students grew closer together because we were living on similarly tight budgets. As a matter of fact, we subleased a part of our apartment in Madison to some Chinese graduate students. This was a very nice opportunity for us to learn about the scientific and cultural back ground of our Chinese friends. Many of them came from the interior of China and had had very little opportunity to become acquainted with people from a western culture. Living with these students was a very pleasant and educational experience which gave us a good pic ture of the cultural life and educational system of China at that time--an intimate picture that one normally would not see without travelling in that country. 872 pp. Englisch.

I…t is thus implied that such ab initio phase calculations do not require a knowledge of atomic positions, and this basis distinguishes direct methods from other techniques for structure determination. An acceptably wider interpretation of the term direct methods leads to other important applica tions involving, inter alia, the use of heavy atoms, resolution-limited phase data for large molecules, rotation functions, and Fourier series. These topics are discussed in the later chapters of this book. Although some earlier theoretical investigations were made by Harker and Kaspar, direct methods may be considered to have begun around the year 1950. Important landmarks in the development of the subject include the book by Hauptmann and Karle, The Centrosymmetric Crystal (1953), the definitive paper by Karle and Karle in Acta Crystallographica (1966), and the recent (1978) sophisticated program package MULTAN 78 produced mainly by Germain, Main, and Woolfson. Woolfson's book, Direct Methods in Crystallography, was published in 1961, but because of the rapid progress in direct methods, much of it soon became outmoded. It is interesting to note that direct methods nearly came into being many years earlier.
