In the broadest sense, it seeks to understand how bureaucrats try to resolve two often conflicting goals of regulatory justice: e…quity (treating like cases alike on the basis of rules) and respon siveness (making exceptions for persons whose needs require that rules be stretched). It analyzes the extent to which such factors as bureaucratic norms, the task orientation of workers, third-party pressure, and outside intervention affect staff members' use of discretion. Many of the rules under consideration were intended by federal officials to achieve such programmatic objectives as racial desegregation and housing for the neediest; in this regard, the study is also an examination of federal-local relationships. Finally, the study examines how the use of discretion changes over time as an agency's mission shifts and reforms are attempted. The same period witnessed a proliferation of social welfare programs, elements of which were sometimes commingled with demand management and pay policies in trilateral bargaining processes involving gov ernments, unions, and employers. In the wake of such subsequent develop ments as the oil price shocks, sharply intensified international competition, and slowing of growth rates in productivity, however, governments resorted more frequently to deflationist macroeconomic policies and also to policies aimed directly at increasing IIflexibility' in wage determination and the de ployment of labor by the firm. It is a major theme of this very interesting book that these labor market policies have not been demonstrably (or at least sufficiently) effective in com bating the high rates of unemployment which have been prevalent in most of the countries of Western Europe since the late 1970s. This theme emerges from the chapters on labor market developments and policies in six countries of Western Europe, the United States, and Hungary (a welcome addition to this type of scholarship), as well as another set of chapters'devoted to specific policy areas. Fo…llowing that occasion, we began to seek each other out in order to continue such conversations, because we had found no other opportunity to discuss these significant events. We knew our experiences were rich sources of cross-cultural data and stimuli to rethinking anthro pological theory and methods. A cursory review of the literature on fieldwork revealed, to our surprise, that fieldworker's experiences with children were rarely and only briefly mentioned (Hostetler and Huntington, 1970, are an early exception). In order to learn more about research that included the ethnographers' children, we organized a conference on the topic at Michigan State University on May 1, 1982. This volume includes papers from that conference, as well as insights and ideas from the formal and informal discussions among the conference participants and audience. This volume, like the conference which preceded it, is intended to be the effects of accompanying children on anthropological an exploration of field research and on the effects of fieldwork on the children themselves. Additionally, we see this book as part of an anthropological inquiry into research as a cultural process, by which is meant the effects of the researchers' cultural identity--class, gender, age, ethnicity, and other characteristics--on fieldwork. 176 pp. Englisch.

I happen to be one of those corporate executives who believes that a business has a responsibility to make such an impact. My brother Peter agrees. Our father and uncle set an example for us, and the tradition goes back to our great uncles and their uncle, Levi Strauss himself. For more than 125 years Levi Strauss & Co. has shown that social responsibil ity is good business and, in recent years, that it is also compatible with dynamic growth. We are proud of that tradition and what it produced, but 1 think the modern era of social responsibility or corporate citizenship at Levi's got its impetus in 1968 with my association with the National Alliance of Businessmen. During the Second World War, this problem grew out of the very hig…h incidence of upper respira tory infections appearing in new military recruits who were brought together in very large, open quarters. As a result, very interest ing methods were developed to measure these airborne agents, espe cially bacteria, and some important methods were refined for their control. These methods primarily concentrated on ultraviolet radia tion, propylene glycol and other means to reduce the dust in an en vironment. Because of the specialized circumstances at that time the whole consideration of airborne particles became prominent. Now, with the new strides in the recognition of mutagenic and carcinogenic effects attributed to exposure to airborne chemicals from today's technology, the problem has again become quite promi nent. In particular, the contribution of Galen of Pergamon (129-200) was discussed who for the first time demon strated that blood flowed through the arteries and whose view on the physiology of the circulation dominated the ancient world for well over a millennium. In 1976, when I submitted to the Committee on the Challenges of Modern Society the draft of this pilot study, the use of remote sensing in the area covered by the project was still at the experimental research stage. Two years later, the Amoco Cadiz disaster occurring on the Brittany Coast gave ~he opportunity to demonstrate the important role that remote sensing could play in the fight against major oil spills. At the same time, many countries engaged in the fight against the deliberate discharge of oil from ships became aware of the po tential of remote sensing to help combat this type of illegal activity. Compiling this volume has afforded me the opportunity to re-read the papers that were presented at the workshops in Washington, D.C. and Paris, which were held April 1979 and October 1982, respectively. Not only is the material still of current interest, but also some recommendations expressed by the experts have already received international recognition. Perhaps the principal reasons for interest in these phenomena are their sensitivi…ty to composition, structure and external fields and, until fairly recently, the distressing fact that often even gross experimental features such as the sign of the thermopower eluded theoretical understanding. During the past two decades many of the previously perplexing aspects of thermoelectricity have yielded to more sophisticated theoretical treat ment. As a result of this effort and concomitant experimental work using advanced measurement techniques, there is now good reason to believe that thermoelectric phenomena can shed much light on the interactions between electrons and phonons, impurities, and other defects. The last few years have witnessed new and fascinating developments that promise to stimulate new activity in this field. In contrast to the more conventional transport properties, second-and high-order contributions in electron scattering theory appear to play a profound role in thermoelectricity-the controversy surrounding ordinary and 'phony' phonon drag is far from resolved; the startlingly large effect of magnetic fields on the thermopower of metals appears to be linked intimately to scattering anisotropy; quantum oscillations of thermopower are orders of magnitude larger than corresponding oscillations of the magnetoresistance; a new approach to thermoelectric studies allows extension of thermopower measurements into the millikelvin region of temperature; finally, the advent of superconducting detection devices permits the precise measurement of extremely small voltages, an essential requirement in this field. 284 pp. Englisch.

It is this broad scope that is emphasized in this book. In my opinion, four original contributions define the field as it exists today. The first, a monograph by Broman,1 entitled The Permeability of the Cerebrospinal Vessels in Normal and Pathological Conditions, was the model for many subsequent clinical and 3 experimental studies on BBB pathology. Second, experiments by Davson, summarized in his book entitled Physiology of the Ocular and Cerebrospinal Fluids, indicated that passive entry of nonelectrolytes into brain from blood is governed largely by their lipid 4 solubility. This research supported the original suggestion by Gesell and Hertzman that cerebral membranes have the semipermeability properties of cell membranes. The modem era of the barrier was introduced with the 1965 paper by Crone,2 entitled 'Facilitated transfer of glucose from blood to brain tissue. ' This paper identified stereospecific, facilitated transport of glucose as part of a system of regulatory barrier properties at a time when only a barrier to passive diffusion had been contemplated. Finally, the 1967 paper by Reese and Kamovsky, 11 entitled 'Fine structural localization of a blood-brain barrier to exogenous peroxidase,' sited the barrier at the continuous layer of cerebrovascular endothelial cells, which are connected by tight junctions. 436 pp. Englisch.

The main problem that largely occupied the conferences and symposia and also the inter mediate volumes was that of real crystal formation, as well as the relation of crystal growth theory to practical crystal production. It contains more extensive theoretical and experimental original papers, as well as some shorter papers dealing with particular but important aspects of real crystal formation. The volume opens with a paper by V. V. Voronkov, which deals with the structure of crystal surface in Kossel's model. The model as proposed by Kossel is extremely simple. Following the early work of Landsteiner in… 1942, which showed that peptide fragments from silk fibroin exhibited an inhibitory activity toward the reaction of the protein with its antibodies, fragments from many other protein systems have been isolated and studied. However, no concerted effort was (or could be) devoted to the elucidation of the complete antigenic structure of a protein. In order for these endeavors to be successful and meaningful, knowledge of both the amino acid sequence and the detailed three-dimensional structure of the protein are necessary. Such information was not available for a protein until early in the 1960s. This and the fact that protein chemistry was not in fact sufficiently developed early in the 1 960s to enable the success ful completion of the entire antigenic structure of a protein were major contributing factors for the slow progress in this field. Determination of the antigenic structures of proteins, therefore, posed a chemical challenge of enormous proportions. For these reasons, many investigators diverted their attention to study the immunochemistry of homo- or mixed amino acid polymers in the hope that the information derived from these systems may prove useful in the understanding of the immunochemistry of proteins. Newborn and infant mice are mo…re sensitive to the effects of different hepatocarcinogens (2,3) and also to AFB , which induced hepatomas in newborn C57BL/6 x C3H FI I mice (4). A singl~ dose model of aflatoxin hepatocarcinogenesis was tested in infant C57BL/6 mice. AFBI was administered i.p. on day 7 after birth and the following data were investigated: 1) Changes in the activities of microsomal cytochrome P-450 dependant enzymes and conjugating enzymes in the course of the 20-month-Iong aflatoxin hepa tocarcinogenesis study. At intervals of 6,8,12,18 and 20 months a~ter AFBI administration, the concentrations of cyt P-450 andb and the acti 5 vities of NADPH-, NADH-cyt c reductase, AOH, ADM, EH and GST were deter mined. 2) Effect of continually administered diethyldithiocarbamate on the course of aflatoxin carcinogenesis.
