The framework introduced in the report bridges ideas and concepts between environmental economics and project finance practices and consists largely of an analytical methodology for determining the financial viability gap of low-emission projects and an approach for assessing and strengthening the green investment climate in a given country environment. The authors argue that the solution to the financing challenge of low-emission investments lies in understanding the causes of a given project's financial viability gap, and then investigating how specific actions, including concessional financing, strategic subsidies and other public policy interventions and reforms, can be deployed in a complementary fashion to close the gap. The approach provides suggestions for appropriately allocating risks and responsibilities to various stakeholders for financing portions of the financial viability gap and recommends using multiple instruments and tools to make green investments viable. Governments, for example, could rebalance their own policy distortions with a mix of domestic instruments such as feed-in tariffs, direct subsidies, domestic carbon taxes, and other financing and fiscal incentives. The international community could contribute international instruments for monetizing the global externality benefits of green investments through concessional financing and direct grants. Such an approach results in hybrid financing structures designed to maximize the leveraging effect of public interventions.

The starting point of the analysis is given by the World Bank Principles for Effective Insolvency and Creditor Rights Systems. The study offers an overview of out-of-court restructuring, which is not seen as fundamentally opposed to formal insolvency procedures. Actually, the study contemplates different restructuring techniques as forming a continuum to the treatment of financial difficulties. Thus, from the purely contractual or informal arrangements for debt rescheduling between the debtor and its creditors, to the fully formal reorganization or liquidation procedures, there are numerous intermediate solutions. In the study, these solutions are identified by the terms of enhanced procedures where the contractual arrangements are supported by norms or principles for workouts; and hybrid procedures where the contractual arrangements are supported by the intervention of the courts or an administrative authority. The study discusses the advantages and disadvantages of all the debt restructuring techniques, and concludes, in this regard, that a legal system may contain a number of options a menu that can cover different sets of circumstances. In the end, the law may offer a toolbox with very different instruments that the parties may use depending on the specific facts of the case. A substantial part of the study is devoted to the analysis of the enabling regulatory environment for out-of-court restructuring. It is evident that debt restructuring does not operate in a vacuum: in fact, the general legal system influences and to a certain extent determines the possibilities for debt restructuring in any given jurisdiction. The study provides a checklist that can be used to examine the features of a legal system that bear a direct influence on debt restructuring activities. The different characteristics of informal restructurings, and of enhanced and hybrid debt restructurings are covered by the study. The different approaches to debt restructuring aim at combining the advantages of an informal approach with the advantages of formal procedures: especially, the existence of a moratorium on creditor actions and the binding effects of creditor agreements concluded within the insolvency process.

Ghana has made significant progress, and several building blocks for a devolved health system have been put in place. However, important weaknesses remain regarding several of the key requirements to successful decentralization. Ghana has along the years put in place several important building blocks for a truly decentralized health system. But these efforts have been hampered, and their effectiveness diminished, by the absence of a strong regulatory and policy framework for health, regulatory conflicts and duplications accumulated by several waves of regulations, weak capacity to coordinate and manage a devolved health system, fragmented management systems regarding staff management, procurement and budgeting and financing. Political instability and the resulting lack of continuity and consistency in the process during most of the period have also prevented the process to take root, and have contributed to the current fragmentation in the health system. International comparisons indicate that Ghana shows a narrow effective decision space with respect to most health functions and sub-functions when compared with several other developing countries. However, taking advantage of the structures and features that have been put in place, strengthening the policy framework, ensuring effective coordination, and addressing the weaknesses highlighted above, could make decentralization of the health system more effective and consistent with GOG general policy. This study analyzes the strengths and weaknesses of the decentralization of the Ghanaian health system and presents a few recommendations and strategies for strengthening the process. It is relevant and timely as the GOG seeks to strengthen and deepen decentralization of the health system; it is also useful for other middle- and low-income countries which are pursuing some form of decentralization of their health system to improve its efficiency and effectiveness.

To reduce oil dependence over the longer term, the book proposes implementing three structural measures: a more diversified electricity generation matrix, better energy efficiency in electricity production and use, and regional integration with more diversified power systems.Finally, the book quantifies some of the macro- and micro-level benefits that could result from implementing these measures. In the subregions examined, significant savings in the cost of fuel purchases - up to 5% of gross domestic product-could accrue to heavily oil-dependent countries. The aggregate effect would not only be a reduction in energy expenditures. It would mean less vulnerability to the impact of high and volatile oil prices. While much of the book's analysis refers to Central America and the Caribbean, the underlying principles of the policy recommendations can be applied to any oil-importing country seeking to mitigate vulnerability to high and volatile oil prices.

This book details the literature on the effects of early child education and the importance of quality, and gives a comprehensive view of the quality, regional, and socioeconomic gaps in early child education in Brazil. It further examines existing public and private initiatives in Brazil, and discusses how they can be leveraged to effectively and efficiently provide quality pre-school and creche care. A central aim of the book is to provide policymakers with specific recommendations of policies to improve the quality and equity of the early child education experience in Brazil. Given the difficulty in reaching children in remote areas and the need to expand coverage to the poorest segments of the population, Brazil will need to be strategic in how and where it invests. It should target new centers and allocate existing spaces to the poorest people and areas. Municipal policymakers should allocate public spaces in a transparent manner, provide guidelines to institutions, and monitor them. Teachers need guidance on the best activities to use, to improve child outcomes. The use of participatory budgeting could potentially improve access and equity by involving the poor directly in the budgeting process. Increased cross-sectoral coordination could improve child welfare in cost-effective ways, and public-private partnerships could stretch existing resources further and expand coverage more quickly.

The challenges of ensuring efficiency and efficacy in developing transmission for renewable become surmountable if the right planning and regulatory framework for expanding transmission are put in place. This report reviews emerging approaches being undertaken by transmission utilities and regulators to solve to cope with these challenges of expanding transmission for renewable energy scale-up. Proactively planning and regulating transmission networks are emerging as the premier approach to ensure that transmission networks are expanded efficiently and effectively. Linking planning with clear and stable cost-recovery regulation can also help bringing the private sector to complement the considerable investment needs in transmission. Based on the evolving experience and on established theory and practice on transmission regulation, the report also proposes some principles that could be useful to implement specific rules for the planning, development, and pricing of transmission networks.

Informality usually connotes small and unorganized producers operating on the fringes of the formal economy. In West African countries, however, the normal situation is to some extent reversed: a dynamic informal sector dominates the stagnant formal economy. Moreover, in these countries, small operators coexist with very large and politically well-connected informal enterprises and well-organized networks. Notwithstanding its importance, there have been relatively few systematic studies of this dual feature of the informal sector in West Africa, and consequently too little is known about it. One of our hypotheses is that determinants and appropriate policy responses are likely to differ between "large" and "small" informal operations. This volume focuses on the urban informal sector in three capital cities: Dakar (Senegal), Cotonou (Benin) and Ouagadougou (Burkina Faso). These three countries have important differences and as a group, are quite representative of francophone West Africa and to a lesser extent West Africa as a whole. The authors use a mix of quantitative and qualitative approaches with data obtained from our new Bank surveys of 900 firms in the three cities, interviews with knowledgeable stakeholders and participants, and all available secondary data. For the surveys, the authors designed their sampling strategy to include three distinctive categories of firms: formal, small informal, and large informal. In addition, they developed a comprehensive definition of informality to reflect its complexity and heterogeneneity. The definition (Chapter 1) covers six components of informality, whereas previous definitions are generally limited to a binary classification based on one or two indicators. The results for West Africa corroborate many findings from earlier studies, particularly for small informal firms. In addition, the authors break new ground by shedding light on the large informal sector and the influence of institutional and socio-cultural factors in shaping the informal sector.

Neuware - Any analysis of health financing issues has to begin with sound estimates of the level and flow of resources in a health system, including total levels of spending, the sources of health expenditures, the uses of funds in terms of services purchased, and in terms of who purchases them. The analysis should also aim at understanding how these resource flows are correlated with health system outcomes, including those of improving health, reducing health inequalities, and reducing the incidence of catastrophic health expenditure. National Health Accounts (NHA) provide a framework to collect, compile, and analyze such data on all types of health spending in a countryand so create a robust evidence base for policy making. Although NHA data delineate the key financial metrics of a health system, the collection of these data have not been institutionalized in most developing countries. The root problems are often the same: insufficient resources to collect, collate, analyze and produce information on spending; poor development of health and other information systems; low levels of local capacity to interpret information to meet policy needs; and inadequate demand for data within countries. Furthermore, in many low- and middle-income countries, NHA activities have been conducted as ad hoc, donor-driven initiatives. Since 2008, the World Bank has been coordinating a global initiative to identify bottlenecks to the institutionalization of NHA, and to learn lessons in countries at different stages on the journey towards this institutionalization. The focus has been less on the production of NHA and more on its relevance as a tool to enable policy makers develop and implement evidence-based decisions, and better measure the impact of health reforms, especially those related to health financing. This report has been developed through a consultative process, involving experts and policy makers from more than fifty low-, middle- and high-income countries, large and small, in all corners of the world, development partners and World Bank staff globally. The report represents a synthesis of lessons learned from country experiences and is intended to serve as a strategic guide to countries and their development partners as they design and implement their strategy to develop nationally relevant and internationally comparable data, collected in a routine and cost-effective manner.

The key policy conclusions include: (i) NDC schemes work well (as documented by the experience of Italy, Latvia, Poland and Sweden during the crisis) but there is room to make them work even better; (ii) Go for an immediate transition to the new scheme to avoid future problems; (iii) Identify the legacy costs and their explicit financing during the transition as they will hit you otherwise soon; (iv) Adopt an explicit stabilizing mechanism to guarantee solvency; (v) Establish a reserve fund to guarantee liquidity; (vi) Elaborate an explicit mechanism to share the systemic longevity risk; and, last but not least; (vii) Address the gender implications of NDC with deeper analysis and open political discourse.
