Neuware - As the U.S. Army continues to refine its operational doctrine, the performance of higher headquarters in meeting the requirements of that doctrine becomes a critical factor in the successful prosecution of modern war. This study examines the operational functions of U.S. Army higher headquarters and their failure to keep pace with the dynamic doctrinal requirements created by FM 100-5, Operations, and the changing nature of the battlefield. Most significant, it analyzes requirements for higher headquarters, the functions headquarters should perform, operational characteristics of historical U.S. headquarters, and the changes needed in two current contingency headquarters. The study concludes that U.S. Army contingency headquarters currently fall short of fully satisfying either the requirements or a process for the adequate prosecution of the operational level of war. However, the conclusions drawn from this investigation suggest that the problem is correctable provided: (1) Higher headquarters define the aim for the entire operational side of the war and determine the series of actions intended to achieve it. (2) Operational headquarters develop an operational process immersed in 'education and thinking.' Performance measurement of this process is achieved by analyzing the operational functions of responsiveness, effectiveness, and efficiency within the headquarters. (3) In order to align themselves with current doctrine and the battlefield, contingency headquarters should press for the development of echelon above corps doctrine, significant changes in headquarters resourcing, and the elimination of the requirement to dual-hat commanders between logistical and operational functions. After developing a framework for analysis, this paper investigates the British (June 1940 - February 1941) and the German (February 1941 - March 1942) campaigns in North Africa. The two campaigns are of particular interest to today's commander who has a primary focus on Europe while trying to plan for a Southwest Asian scenario. This paper concludes that the requirements (to determine what military conditions must be produced to achieve the strategic aim, to sequence actions to achieve that military condition and to apply the allocated resources to accomplish those actions) do not change with the assignment of a passive aim. However, the operational commander assigned a passive aim in a secondary theater of war may determine that it is not required nor desirable to concentrate superior combat power in an attempt to destroy the enemy's center-of-gravity. This paper suggest that it may be possible to simply neutralize an enemy capability thus protecting ones own center-of-gravity. Additionally, the commander in a secondary theater of war must understand his role in the overall context of the war. The trigger of the crisis in Yugoslavia led to the Petersberg declaration (1992), the Amsterdam treaty (1997) and the landmark decisions of the European Council of Cologne and Helsinki (1999), which in turn led to the formulation of the European Headline Goal and subsequently a series of initiatives and programs that aimed to improve European Union (EU) military capabilities in the field of crisis response. An unlimited war justified unlimited fires, including the strategic use of atomic bombs in August of 1945 to end the conflict. However, World War II proved an anomaly in the twentieth century as America reverted in the post war period to conducting limited wars. Absent a threat to national survival, policy makers ruled out the use of nuclear weapons as a serious option at the strategic level. At the tactical level, commanders had a full array of mortars, tube artillery, and air support. This closely replicated both the concept and effects of what was available to their World War II predecessors. Yet, in limited conflicts, the use of these weapons developed implications beyond their tactical battlefield effects. The monograph examines how strategic policy makers shaped the battlefield for operational fires. At one extreme, the fear of escalation provided an upper limit for field commanders in Korea and Vietnam. At the lower end of the scale, fires previously considered solely tactical in nature had operational and strategic consequences. Stability and support operations (SASO) like the United States Marine Corps intervention in Beirut in the early 1980s came with limitations on commander's ability to employ operational fires. Commanders involved in SASO faced the difficulty of using their weapons without provoking charges of disproportionate response. The high impact nature of this capability was confirmed on at least two occasions demonstrating the potential for a very high value. However, the success of the peacekeeping mission provided few opportunities for this high value to be realized. In contrast, due to the rapid deployment of JBS to support efforts in Bosnia, the concepts, software and tools necessary to effect the 'Smart Push' and 'Warrior Pull' themes of JBS/GBS for data files lagged far behind the video. As a consequence, the software and tools necessary to implement the information management concept of operations were not available in November 1996. This resulted in generally low usage, impact and value to the user. The one exception was the distribution of large format imagery files to Tuzla, Bosnia-Herzegovina. The paper seeks to answer the question whether previous social changes within a military institution can provide an experiential basis for prescribing a contingency plan in the event known lesbian and gay persons are granted permission to serve in the US military. The paper concludes that, although past military social transformations cannot provide an exact blue print for integration of lesbians and gays, the experiences can provide a framework. The highly controversial and historic integration of black soldiers in the US military in 1948 and Canada's litigious complete integration of lesbian and gay soldiers in 1992, together provide the social construct to which a change model for large organizations is applied and used for analysis and the paper's conclusions. The paper argues for anticipating change and initiating an early start to the planning process and to shaping operations. Most importantly, the paper argues for visionary leadership. Costs can be measured in the lost health and productivity of individual users, as well as the costs required to fight the criminal activity perpetrated both by individual users and the large criminal organizations attracted by the profitability of the drug trade. These costs caused the U.S. Government to declare a 'War on Drugs' in 1989 and to greatly increase the budget allocated to the interdiction of the drug supply. Since the DOD possessed numerous assets that were perfectly suited to interdiction operations, the DOD became heavily involved in the War on Drugs. This involvement was extensive from 1989 to 1993 and was instrumental in the successful capture of tons of illegal drugs. In 1993, the Clinton administration decided to shift the emphasis away from interdiction to other areas, and decreased the interdiction portion of the budget for FY94. This decrease has continued to the present and, according to some observers, has reduced the success of the DOD interdiction effort.
