In the mid-fifties he was a leader of the Stavropol Komsomol, being Secretary of the City Komsomol Committee and later Secretary to the Territory Komsomol Committee. In 1966 he became Secretary of the Stavropol City Committee of the CPSU and later First Secretary of the Stavropol Territory Committee of the CPSU. In 1970 he was elected to the Supreme Soviet of the USSR. In 1971 he was elected a Member of the CPSU Central Committee at the 24th Congress of the CPSU, and in 1978 he was elected Secretary of the CPSU Cent.
