EXCERPT: Introduction - The occasion for this study was a series of Foreign Policy Papers published by the Government of Canada in June 1970, the result of the most thorough re-assessment ever undertaken of Canada's relations with the rest of the world. The time was ripe. Canada had evolved gradually since Confederation in 1867 from "Dominion" status, which meant then domestic self-government but continued control by the British imperial authorities of foreign affairs, to full sovereignty in all external relations; and since World War II Canadians had been testing somewhat gingerly the possibilities of a distinctive Canadian foreign policy . . .
