The report had many mistaken claims, one being that protective tariffs are a burden on industry, taking a portion of the laborer's pay and giving him no return. Another claim was that due to the same tariffs, laborers were victims of poor working conditions and had lost interest in their work. The report also stated that competition caused by tariffs led manufacturers to use inferior materials and cut corners. The report recommended the replacement of tariffs with a tax on food, a policy the author believed would have been harmful for laborers and farmers alike. The author's examination proves the report's claims were incorrect and its recommendations were misguided.
