Spanning two years, from 1866 to 1868, the text largely consists of Governor Woods' messages and reports delivered before the State Legislature. These messages chronicle significant events such as the conclusion of the Indian war in eastern Oregon, the establishment of the Oregon Branch of the Central Pacific Railroad, and the creation of the State Asylum for the Insane. The financial condition of the state is also thoroughly documented, from reports by the State Treasurer and Secretary of State. The author argues that Woods' administration had great influence in shaping Oregon's development, and underscores the importance of his messages in understanding the political climate of Oregon during this period.
