By drawing from a wide range of legal codes, administrative records, and political rhetoric, the book maps the shift from kadis and communal adjudication to an elite-controlled judiciary that prioritised state ideology over social justice. Its analysis of "bureaucratic sin" and the transformation of morality into a tool of state control echoes and expands on the work of Foucault and Weber, yet it remains grounded in deep archival research and a keen awareness of Ottoman legal tradition.
