To protect tourists, the Atlantic City Beach Patrol, originally made up of volunteers beginning around 1872, was made a City department in 1891(it's recognized as the oldest in the United States); other lifesaving groups sprang up along the Jersey Shore in the last decade of the 19th century and first decade of the 20th (Ocean City in 1898 for example, and Avalon in 1905).
