In 1991 dwindling fish stocks and overcapacity in Atlantic coastal fisheries led to a decisive shift in management strategies. The study examines the evolution from individual quotas to transferable rights, revealing the intricate micropolitics and economic forces that reshaped fishing practices in Nova Scotia and southern New Brunswick.
