The Commission will be responsible for producing a collection of documents, including Congressional Journals and military records, which will provide greater depth to the country's historical record. The author argues that, while the government has been responsible for publishing a significant number of historical documents, the results have been uneven and often dependent on the accidents of who happened to be in office or what resources were available at the time. The Commission would provide a durable structure and a wider point of view for the selection and publication of documents, producing a more comprehensive and representative body of work for scholars, students, and the general public.
