Beginning with its roots in the ethical standards of the ancient world, it tracks the application of the merit system in government to the American context through the late 19th century. The author examines presidential proclamations, federal and state laws, and the rise and fall of civil service reform associations to show how merit-based recruitment has gradually taken hold in the United States. This book demonstrates compellingly how the history of civil service reform is part of a larger scientific and rationalist movement that has reshaped many aspects of American society. This book is a reproduction of an important historical work, digitally reconstructed using state-of-the-art technology to preserve the original format. In rare cases, an imperfection in the original, such as a blemish or missing page, may be replicated in the book. print-on-demand item.…
