The controversy arose over the interpretation of the phrase "An arc light of standard candle power." The city argued that the lights furnished by the company were not of the required candle power, while the company maintained that they were. The case was eventually submitted to arbitration. The arbitration board ruled in favor of the city, finding that the company had not provided lights of the required candle power and awarding the city damages.
