Born in 1752 to a prominent family, Broom became a surveyor before entering politics as an assistant burge…ss in Wilmington. He was elected chief burgess four times, and served as a justice of the peace. In 1786, Broom was appointed to a commission that met to discuss uniform commercial regulations among the states, and in 1787, he was elected as a delegate to the Constitutional Convention. At the convention, Broom supported the principles of electing the president by electors chosen by the state legislature, and of giving Congress a negative on state laws. After the convention, Broom returned to Delaware and continued his public service, serving in the state legislature and as a United States senator. He died in 1810.
