It responds to the dramatic changes after the fall of the Soviet Union and the increasing danger presented by transnational terrorism, cyberwarfare, and other non-state threats. Spy agencies that evolved in the Cold War had become independent of political oversight, guarding secrets for their own sake and unnecessarily duplicating efforts. The book was written to provide improved management and operation of US intelligence activities by providing a more corporate approach to intelligence. The book provides a thorough examination of the statutory responsibilities of intelligence agencies and their directors, offering a fresh perspective on the present and future of US intelligence policy.
