This book presents the results of a 1914 study of 52 children at the New York Rome State Custodial Asylum deemed to be borderline or possibly susceptible to rejoining society outside the institution. The study shows that many of those initially categorized as feeble -minded made significant progress and were recommended for reintegration. The author argues for clearing houses where such children can go to be observed and, if suitable, restored to society, as well as the establishment of a restoration school to prepare them for release. A lack of these facilities at the time meant that children who may have recovered enough to return to society were kept in the asylum indefinitely, and those who were permitted to leave but not sufficiently recovered were at risk of backsliding and re-institutionalization.
