He served in Iraq, as the Senior Military Advisor for the Civilian Police Assistance Training Program. He served as the Defense Attaché in Kuwait. He also was a consultant to the Independent Panel to Review Department of Defense Detention Procedures headed by James Schlesinger and contributed to the ethics section of the Army and Marine Corps counterinsurgency field manual.
