While at the Hudson Institute, which she joined in 1989, Ms. FitzGerald did consulting work for the Office of Science and Technology Policy, which is part of the Executive Office of the President; the Pentagon's Office of Net Assessment, which operates as a Defense Department think tank; and various congressional commissions and intelligence agencies. Early in her career, she was a research analyst in Russian military affairs at the Center for Naval Analyses. At Georgetown University, she received a bachelor's degree in international relations in 1972, a master's degree in Russian language and linguistics in 1980 and a master's degree in government and national security studies in 1986.
