For the first time after Independence, the country has reached a zero growth rate. There have been such an allround deteriorationecomomic, social, cultural, political, educational and even moralthat this country with a socalled glorious cultural heritage is now being called the 'Sick Man of Asia'. While the plight of the Untouchables and tribals, forming onethird of the country's population, and the other Backward Classes has dipped to rock bottom, the other 10% of the elitist population is enjoying unprecedented prosperity monopolising the whole gamut of daytodayactivity.
