He was posted in the remote hill areas of Manipur, where his work was recognised and admired by all. He later pursues a Master's in Public Administration at Harvard University in the US. Jarnail Singh has held significant positions in the Central Government, including as Joint Secretary in the Prime Minister's Office (19962004), and also served as Chief Secretary of Manipur (20042008). Singh has four books to his credit, and this is his fifth.
